Over the many years of our friendship, I have never volunteered any advice in the political field to you. I do so now only because of deep concern. Over the years, you have served the Nation and the Republican Party not only well, but with distinction. As Ambassador to the United Nations, you took on some very difficult chores on behalf of the Administration. Later, as Chairman of the Republican Party, you served the country and the Administration in perhaps one of the most difficult political periods in our hisotry. The almost total lack of concern on the part of many of our so-called political leaders, particularly in the House and Senate for the welfare of the Nation, is almost unbelievable. I have noted that The President has in- dicated that he wishes you to serve as head of the CIA. At the present time, the CIA is being given a going-over which, in my opinion, may materially lessen its international effectiveness for years to come. But, the investigation is going to con- tinue to be dragged out just as long as possible. It will simply go on and on, and anybody who can get a headline out of it will try to do SO. It is my deep belief that anyone, including The Lord himself, who undertakes this job will be at very severe political risk not only for elective, but appointive office in the future. In short, it can very well be a real and final road to political oblivion. If you really wish to undertake the job, I have no doubt that after a tough fight, you will prevail. What will you have won? The right to once again serve your country, but I deeply fear in the process, destroy your career. It may well be that it is very difficult to turn down the President, but if there was some way to do so, diplomatically, I would certainly recommend that you reconsider. My personal feeling is that you still have a chance at the Vice Presidency but I feel that the CIA could be a lousy springboard. Hugh informed me he had already written you and sent it by diplomatic pouch and gave me a copy. In general, I concur with his remarks. Baine has given me his letter to enclose and, at his request, I have read it. I have previously discussed with Baine his conversation mentioned in the letter and find it rather interesting. I personally feel that Lloyd Bentsen is quite vulnerable and as he continues to run for the Presidency he will increase his vul- nerability by positions he may feel forced to take. I think many people, not only in the oil business, are of the opinion he is much more anxious to be President than to serve as a United States Senator from Texas. If you could be assured of Connally's support, I think you would have a real fighting chance to beat him and this would be a damned good excuse to turn down the CIA appointment, that upon reflection you do not wish to get out of the political stream despite the honor.
