    THE WHITE HOUSE WASHINGTON 9042 MEMORANDUM OF TELEPHONE CONVERSATION SUBJECT: Telephone Conversation with United Nations Secretary-General Perez de Cuellar PARTICIPANTS: The President Perez de Cuellar, United Nations Secretary- General Notetaker: Nancy Bearg Dyke DATE, TIME October 25, 1989, 3:01 - 3:03 pm EDST AND PLACE: The Oval Office The Secretary-General of the United Nations, Perez de Cuellar, called the President concerning the reductions to the UN budget. Secretary-General de Cuellar: I am sorry to disturb you. I am very concerned about the reductions to the UN budget made in your Congress and their refusal to not pay back arrearages. The arrearages are essential to our operations. The President: I'm glad you called this to my attention. I will call OMB. Is State aware? I am very concerned as well. Secretary-General de Cuellar: I am asking for your personal support on this. The President: Yes, you have got it. I will see what we can do. I am sorry you have this worry. You have been so cooperative and I want to help. Secretary-General de Cuellar: Thank you, thank you. The President: Is there anything new on Iran? Secretary-General de Cuellar: We have a three-man team going to the area. We are trying to separate the political problem from the humanitarian. The President: I am not too hopeful. We are trying to keep this in our minds and see if any initiatives are possible. You have been wonderful. Is there any news on our men or Higgins? Secretary-General - de Cuellar: Unfortunately no. The President: I will get right on this (budget problem) and see what we can do. Secretary-General de Cuellar: Thank you so much, dear friend.
