I am writing to invite you to participate in a luncheon
roundtable on Thursday, April 11 here in Washington. The luncheon
will be the focus of the closing session of the CSIS "Atlantic
Partnership" project, and will take place between 12:00 and 2:30 p.m.
Our project has spent the last six months examining ways in which
we can improve transatlantic defense trade and technology integration.
On April 11, the twelve company CEOs and Presidents who make up the
project Steering Committee (see attached list) will meet to review the
project's draft recommendations prior to their May publication.
CSIS has invited a small group of senior U.S. and European
policy-makers to join in a roundtable discussion of these
recommendations. To ensure that our discussion is as productive as
possible, the meeting will be held off-the-record and in an informal,
"closed" format with minimal staff attendance. We would, of course,
send you a copy of the draft project report prior to the meeting.
Events in the Middle East over recent months have brought into
stark focus some of the challenges addressed by our project. The
technology edge possessed by coalition forces was a critical element
in their rapid and decisive victory. Technology and systems
proliferation helped Saddam Hussein develop into a major regional
threat. How can the Western Alliance maintain its technology edge,
not just in the laboratories, but in the field, while at the same time
ensuring that critical products stay out of the hands of potential
adversaries? The uniqueness of this project is that its
recommendations to overcome these and the many other challenges to the
Alliance defense industrial and technology bases will reflect the
joint position of twelve of our most senior U.S. and European
industrial leaders.

This letter is to invite you to dedicate the new U.S. science
laboratory at McMurdo. The event is planned for November 4-6,
1991. The inherent difficulties of travel to Antarctica will
require that you leave Washington November 1, returning about
November 10.
The dedication will highlight international cooperation and
support for scientific excellence in the polar regions. The
laboratory will support the most sophisticated scientific work
ever done in Antarctica and the U.S. has offered to make the
science laboratory available to scientists from all nations.
Concurrent with the McMurdo dedication, the new Christchurch
International Antarctic Center, in which we are a partner, will
be formally opened. The U.S. will participate in the dedication
and in a Scientific Symposium to highlight Antarctica's
scientific heritage and future.
We plan to highlight international scientific cooperation, a
tradition in Antarctica encouraged by the Treaty. I welcome your
recommendations about the content of the symposium, and would
suggest that NSF also extend invitations to your counterparts
from New Zealand, Italy, Australia, and France. Let me know your
thoughts.
We hope you can join us in this important event. Enclosed are a
photo of the Science Laboratory as it stands now and a brief
description on the International Antarctic Center.

McMurdo Station, Antarctica
A 47,000-square-foot laboratory is being built at McMurdo Station, the
largest station in Antarctica and operational hub of the United States
Antarctic Program.
The laboratory consists of three sections connected by a passageway. The
upper section contains biological and environmental laboratories and a
center for information, communications, conferencing, and computing.
The middle section is for atmospheric and earth sciences, including
glaciology.
The lower section, consisting of only a steel framework in this November
1989 photograph, will contain aquaria for marine biology studies.
The new laboratory will replace inadequate and antiquated structures built
in the early 1960s. These structures are not visible in this photograph.
Other structures in this photograph:
The peaked-roof structure in the forground is the National Science
Foundation adminstration building (the "Chalet").
The four large brown buildings in the backgound are dormitories.
The tan building with a small white geodesic dome on its roof, at the
lefthand side of the photograph, contains communications facilities and
administrative offices.
Beyond the tan building one can view part of Winter Quarters Bay,
McMurdo Station's seaport.
McMurdo Station is on the southern tip of Ross Island. It is 729 nautical
miles from the geographic South Pole.

The International Antarctic Center is a facility at Christchurch
International Airport, on the South Island of New Zealand, that was
opened in 1990 to provide operational and other services to entities that
use New Zealand as a gateway to the Ross Sea region of Antarctica.
Currently, the United States Antarctic Program and the New Zealand
Antarctic Research Program have long-term leases on space at the facility,
which was designed and erected by the Christchurch International Airport
Authority Ltd. Both programs moved to the center from older, inadequate
facilities that they had occupied for many years in the Christchurch area.
Functions at the center include headquarters for the New Zealand
Antarctic Research Program, an advance headquarters for the United
States Antarctic Program, passenger processing for travel to and from
Antarctica, polar clothing distribution areas, storage space, an antarctic
library, and medical and postal facilities.
The International Antarctic Center when completed will comprise three
distinct phases.
Phase 1, which has been completed, consists of two large
buildings performing all of the services listed above. In the
drawing, phase 1 consists of the two light blue, rectangular
buildings.
Phase 2 will be an antarctic cultural and information center;
the airport authority currently is completing studies and plans
for phase 2. In the drawing, phase 2 is the circular building
in the foreground.
Phase 3 will consist of berthing for personnel awaiting transit
to Antarctica. In the drawing, phase 3 consists of the three
outlined buildings to the viewer's right.

New research shows that children who viewed Square One TV,
Children's Television Workshop's math series for eight to twelve
year olds, regularly showed significant improvement in their
ability to solve unfamiliar, complex mathematical problems --
regardless of their socio-economic background, gender or
ethnicity.
We believe the results are the most encouraging news yet
about television and its role as an educator.
Please join Representative Bill Green, National Science
Foundation Director Dr. Walter Massey and me for breakfast on
Wednesday, March 13 at 8:30 a.m. in the Zenger Room on the 13th
floor of the National Press Club, 14th and F Streets, N.W. We
will present the study results in detail and our researchers

Given the well-documented need to improve mathematics skills

I would like to personally extend my congratulations on the truly visionary High Performance
Computing and Communications Initiative that you and the FCCSET committee submitted with the
FY92 Budget Request. Cray Research continues to aggressively support the Administration's
efforts in high performance computing and communications. At the request of the FCCSET
Working Group, I will be sending them my remarks on the Initiative, made during Cray's
briefing on February 8, 1991. These can be summarized as:
Build on current US successes in technology and computational science in addition
to innovations in architecture;
Broadly involve non-vendor industry and deal with issues that affect the large
scale adoption of supercomputing by researchers and engineers from all
industries and disciplines;
Ensure that an entire spectrum of underlying generic, enabling technology is
included to ensure that the ultimate impact is long-term.
I believe it would be useful to discuss the High Performance Computing and Communications
Initiative, its tremendous potential, and how Cray Research, or my personal efforts can add to
OSTP's very substantial effort. With the Congressional activity on the Initiative heating up, I
feel that an early meeting between us would prove valuable.
I will be in Washington, DC for the meeting of the Advisory Panel on High Performance
Computing and Communications on March 15, 1991. I plan to arrive in Washington mid-day on
March 14. If your schedule permits, I would like to invite you to dinner on the evening of the
14th.

One of my priorities has been to broaden the involvement of industry, both vendor and non-
vendor in the Initiative's implementation. As a result of discussions with you and other
members of the Administration, the Computer Systems Policy Project (CSPP) has defined a
project focused on the implementation of the High Performance Computing and Communications
Initiative (HPCCI) and on providing specific feedback and recommendations. This and other
activities focusing on the HPCCI would seem to point to an early dialogue. I am hopeful that we
will be able to work something out.
Again, I extend my personai support of and warmest congratulations on your efforts to date on
the High Performance Computing and Communications Initiative. We look forward to the day
when we can ensure that the potential envisioned by the Initiative is realized. In the mean
