Per your referral, the attached response was sent to Robert L. Thompson, Dean of
Agriculture, Purdue University. Dr. Thompson and I are in agreement over the need
for an end to the regulatory uncertainty regarding biotechnology. I will do everything
possible to ensure that our efforts to achieve that goal are fruitful.

Dear Dr. Thompson:
Roger Porter has forwarded your December 11, 1991, letter for my response. I am
pleased to address the serious issue that you raised regarding biotechnology
regulation.
I concur with your view that we need to resolve the regulatory uncertainty that
continues to hamper biotechnology product development. In his State of the Union
message, the President announced a 90-day moratorium on new regulation. As part
of this activity, the White House is conducting a review of biotechnology regulations,
with the intent of coming to closure on the scope of regulation. For the reasons that
you identified in your letter, I consider this a high priority and my office is taking an
active role in these deliberations.
Regulatory barriers, real and perceived, have a major negative impact on public
access to the important benefits of biotechnology. Eliminating these barriers will
encourage private investment in biotechnology research and willingness to conduct
such research. I must emphasize, however, that the Federal government is not
abdicating its role of protecting the public and the environment from untoward
effects. Instead, we must strive for a scientifically sound regulatory system applied to
all new products.

Dean of Agriculture at Purdue University.
Dean Thompson urges your office to release in final form
the "Principles for Federal Oversight of Biotechnology"
published for public comment in July 1990. He believes that
clarification of the scope of Federal biotechnology regulation
will accelerate biotechnology research and promote development
of commercial products.
I would be most appreciative if you would respond to his
concerns. A copy of my initial response to Dean Thompson is
also enclosed.

Dear Roger,
At a recent meeting of the National Association of State Universities and Land Grant
Colleges, it was brought to my attention that the Federal government still does not have
a clear definition of what is to be regulated as biotechnology. I understand the Office of
Science and Technology Policy (OSTP) published for public comment "Principles for
Federal Oversight of Biotechnology: Planned Introduction into the Environment of
Organisms with Modified Hereditary Traits" in the Federal Register July 31, 1990 (55 FR
3118). This document would set out the scope of regulation for biotechnology, and I
understand that it was generally well received by those who responded to the
publication.
I would like to express my support for the development of a clear delineation of the
scope of regulation of biotechnology. I believe that clearly expressed and well
understood areas of biotechnology regulation will actually accelerate the process of
biotechnology research, and thus promote the development of resulting commercial
products. I believe that the present situation of confusion contributes to public
misperceptions and uneasiness regarding federal regulation of biotechnology research.
Without a clear statement of "scope" and examples of exceptions, the research process
can be delayed as each situation must await review on a case by case basis. This situation
will contribute to further, unnecessary delays in realizing the benefits of biotechnology.
I see a clear need to finalize the OSTP document. This would help complete the process
of describing a consistent government-wide approach to the regulation of biotechnology.
Your support on this matter would be greatly appreciated.
