Dear Dr. Burke:
Thank you for your letter of March 11, 1992, advising the President on ways to provide
meaningful support to scientists in the republics of the former Soviet Union.
He has asked me to respond to the points you raised.
I was, of course, aware that the National Science Board had given approval for NSF to
provide such support. As you indicated in your letter, this indeed is a part of the
Administration's plans to address the evolving situation in those republics.
Within the Office of Science and Technology Policy, we are examining a number of
initiatives. You may be aware of the conference at the National Academy of Sciences on
March 3, 1992. That conference included participation from the private sector,
academia, and government and examined the needs of the basic sciences in the former
Soviet Union. Their report, dated March 13, 1992, proposed a number of excellent
initiatives. Some of those are being implemented already as part of the Administration's
plans.
As you may have read recently, the Administration has announced a broad plan to offer
support to the peoples of the former Soviet Union. I am glad to report that the
bipartisan support you identified in your letter has materialized, and hope it will
coalesce behind this plan.

I write as one of your appointees to the National Science
Board. I participated in the recent National Science Board meeting
that gave the National Science Foundation our approval to lay out
a plan for providing US support to our scientific colleagues in the
former Soviet Union. I look forward to hearing the Foundation's
plans at the upcoming Board meeting.
This initiative could well be part of a response to the
challenge issued by former President Nixon earlier this week.
Support for meaningful help must have a bipartisan basis in the
present climate, and I trust that you will be consulting with key
members of Congress on ways of implementing a truly significant
plan.
