-- Welcome, and thank you for coming down today.
-- Since this is our first full Leadership meeting, let
me take this opportunity to congratulate all of you on
your leadership elections. Those of you who are con-
tinuing in your leadership posts, and those who have been
elected for the first time, I look forward to working
with each of you.
-- In my Inaugural speech, I offered my hand in the spirit
of bipartisanship and cooperation as we prepare to
address the issues of the 101st Congress.
-- As far`as I'm concerned, that process begins here, today.

-- We face a number of tough issues on the domestic front,
the most significant of which is the deficit. Several
of my Cabinet nominees have addressed some aspects of
this problem during their hearings, and I will have more
to say on this in the next few days.
-- In the area of foreign policy, I am particularly concerned
that we forge a bipartisan consensus -- failing to do
SO will hurt all Americans, Republican and Democrat alike.
-- We have a good sized group here today, and I want to hear
from all of you. Before we begin our general discussion,
however, let me thank our Senate friends here for moving
expeditiously on my Cabinet nominations. I understand
there will be votes on some nominations this Wednesday,

I. PURPOSE
To meet Judge Nebeker, the Director of the Office of Government
Ethics (OGE) and to welcome his interest in assisting with
briefings for Administration officials on ethics issues.
II. BACKGROUND
The Ethics in Government Act of 1978 established OGE as a
central coordinating office for executive branch policies
related to preventing conflicts of interest. Judge Nebeker's
five year term as Director expires in 1992.
Judge Nebeker wrote you on November 9, 1988 proposing that each
presidential appointee receive a pre-appointment orientation on
Federal ethics matters, including financial disclosure
requirements, Executive Order 11222 (establishing ethics
standards for Federal government officers and employees) and
criminal statutes on conflict of interest.
The meeting is intended as one of several events this week
signaling your strong commitment to ensuring that the
Administration maintains the highest ethical standards.
Following the meeting, I will work with Nebeker on a series of
ethics briefings for senior Administration officials and White
House staff.

and it is essential that public officials
honor the public's trust in them.

As you know, I made sure that my Transition staff
was governed by a strict code of conduct to avoid
any possible conflict of interest.

Now that we have officially begun, I think
it is important that senior Administration
officials and White House staff receive
briefings on ethics issues as soon as possible.

offering your assistance in arranging such
briefings, and I hope you will work closely
with my Counsel, Boyden Gray.
