The President today met with Mrs. Violeta Chamorro, publisher of
the Nicaraguan newspaper La Prensa. Mrs. Chamorro is in
Washington at the invitation of the National Endowment for
Democracy.
Mrs. Chamorro and La Prensa have become symbols of freedom of
expression and the struggle against tyranny and dictatorship
throughout Latin America, beginning with the struggle against the
Somoza government.
During the meeting, the President expressed his deep regard for
Mrs. Chamorro and of her unceasing efforts to carry on the
tradition of her assassinated husband over the last ten years in
the face of Sandinista harassment and intimidation.
The President told Mrs. Chamorro that he shared her
disappointment and concern that the new media law promulgated by
the Sandinistas does not guarantee the free functioning of the
media and unrestricted political expression. The new law gives
the Ministry of Interior wide latitude for prosecuting and
punishing the media for such ill-defined concepts as violating
"national integrity" and for publishing "injurious, defamatory
and false news." Rather than relaxing existing controls and
increasing freedom of expression, the law is a more systematic
compilation of existing restrictions and sanctions.
The Sandinista media law, as well as the recently approved
electoral law, do not comply with the letter or the spirit of the
Esquipulas and El Salvador agreements signed by Central American
leaders. The President and Mrs. Chamorro expressed their hope
that international leaders would use their influence to persuade
the Sandinistas to fulfill their commitment.

I. PURPOSE:
For the President to acknowledge the celebrations in the
Hispanic community that commemorate May 5th (Cinco de Mayo)
and recognize the heritage of millions of Americans of
Mexican ancestry.
This will also serve to highlight some of the President's
appointments to the White House and his Administration
which are a source of pride and importance to the
community.
II. BACKGROUND:
May 5th commemorates the day in 1862 when a small Mexican
army defeated an invading French force at Puebla, Mexico.
That victory is still celebrated by Mexicans and Mexican
Americans.
This is a traditional Mexican American celebration, and
the audience will be predominantly Mexican American.
There will be guests from the Cuban and Puerto Rican
communities present who also wanted to celebrate the pride

High School Student Council to congratulate them on having
been named by the Massachusetts Association of Student
Councils as the year's "Most Outstanding Student Council
in Massachusetts.' The honor is based on the Council's
overall program of school and community service.
II. BACKGROUND
The Student Council is comprised of 52 members, and they
have been involved in over 100 projects this year, including
sponsoring a Foster Child, a Senior Citizens Prom, distri-
buting Christmas stockings and Easter baskets to
hospitalized children, raising money for the Children's
Happiness Foundation, and so forth

I. PURPOSE
To welcome the New Hampshire "Freedom Fighters" to the White
House and thank them for their support during the
Presidential primary campaign.
II. BACKGROUND
The New Hampshire "Freedom Fighters" is the unofficial name
given to a group of state and local elected officials,
campaign staff, and political leaders. This group of
individuals (many of them had never worked on a campaign
together in the past) met almost every Monday morning for
two years prior to the 1988 New Hampshire Presidential
Primary. This group discussed campaign strategy, scheduling
opportunities, opposition information, and overall
developments in the Presidential campaign.
The group was led by Governor John Sununu and former
Congressman and current New Hampshire Governor Judd Gregg.
Many of the "Freedom Fighters" had been supporters of the
President during the 1980 New Hampshire Presidential
Primary.
Many of the "Freedom Fighters" were unable to make the trip
to Washington, D.C. in January for the Inauguration.
However, Will Abbott, the 1988 New Hampshire George Bush for
President campaign Political Director, and a few others put
together a trip to Washington for these supporters. Their
stay in Washington will include dinner with New Hampshire
Congressman Bob Smith (R-NH) and a tour of the F.B.I. and
Bureau of Printing and Engraving. Their visit to the White
House will include a lunch in the Indian Treaty Room, a tour
of the Vice-President's Office, a White House Tour, this
reception, and a Presidential helicopter departure from the
South Lawn.

SUGGESTED TALKING POINTS

-- On behalf of Barbara and myself, I would like
to welcome all of you to the White House.
-- I have to tell you. As soon as a "Freedom
Fighters Reception" appeared on my schedule, I
quickly got a call from Secretary Baker and
General Scowcroft.

-- The Secret Service also expressed their
concern about my security at an event with
"Freedom Fighters". I said, "My entire family,
including myself, has slept in half of these
people's houses over the past ten years".
-- This reception is a special treat for me, but
I understand it is also special for you.

-- This is probably the first time all of you
have held a meeting at a time other than 7 a.m.
on Monday morning.
-- Since Barbara and I moved in, people keep
telling us things have changed. We have six new
puppies, a new grandchild, I'm working with the
Congress on some new policies, and there's a new
Jackie Kennedy in the White House.

-- But really they haven't. John Sununu still
has a corner office, I'm still trying to find a
way to get back to the Alpine Club, and I'm
still committed to no new taxes.
-- Barbara and I would not have made it here
without you. We had just come off a tough loss,
but we pulled together and through that

excellent grassroots organization, we turned the
tide. But I do want to stress how special it is
for us to have such close friends come to visit.
-- Together, we have gone through some tough
times.
-- We have a lot of challenges ahead of us in
the next four years. I know there will be times

when I will need to rely on the strong support
of my Granite State friends. After all, friends
that stick together, stay together.
-- I want to thank Will (Abbott), Dick Strome,
Dick Hampe, and Catherine (Cummings) for pulling
this trip together SO we could all see each
other again. Thank you New Hampshire and God
bless you all.
