BACKGROUND
You are scheduled to depart the South Lawn via helicopter at 8:45 a. m.
for Andrews Air Force Base. Accompanying you on the 1 hour, 15 minute
flight to Detroit Metropolitan Airport will be Congressman Guy Vander Jagt
(R-MI), Secretary Rogers C.B. Morton, and Bo Callaway.
DETROIT ARRIVAL
Upon arrival at the Detroit Metropolitan Airport at 10:20 a.m., you will
be met by Governor and Mrs. William Milliken (R-MI), Mr. Peter
Fletcher, Michigan PFC Chairman, Mr. Kent McGough, Ohio GOP State
Chairman, Mrs. Pat Smith, Nebraska National Committeewoman, and
Mrs. Margaret Hill, Indiana National Committeewoman. After a short
greeting, you and Governor Milliken board your limousine and depart
for the 15-minute ride to the Hyatt Regency Hotel. Governor Milliken
has asked for the meeting and wishes to discuss (1) Public Works-
Countercyclical Aid Bill and (2) National Institute for Occupational Health
and Safety. (A briefing paper prepared by Jim Cannon will be furnished
separately.)
Upon arrival at the Hotel, you proceed to a holding room for 10-minutes
personal time.

MIDWESTERN REPUBLICAN LEADERSHIP CONFERENCE
You have accepted an invitation to speak before the Midwest GOP Conference
which is taking place in Dearborn, Michigan, on January 30-31 and is
expected to be attended by approximately 1, 000 delegates from 13 Mid-
western States (Indiana, Illinois, Iowa, Kansas, Michigan, Minnesota,
Missouri, Nebraska, North Dakota, Ohio, South Dakota, West Virginia
and Wisconsin). Most of the attendees will be delegates to the National
Convention and, as such, will represent one-third of all the delegates
to the Convention.
Other speakers at the Conference will be: The Vice President, Governor
Bennett, Governor Milliken, Secretary Earl Butz, Secretary Elliot
Richardson, James Lynn, William Seidman, Frank Zarb, Bo Callaway,
Senator John Tower, Senator Bob Griffin, Congressman Guy Vander Jagt,
Congressman William Frenzel and former Congressman William Cramer.
Ex-Governor Reagan was invited but declined.
Saturday morning's program prior to your arrival will include a welcome
by Governor Milliken, Ray Bliss and Mary Louise Smith, and a session
on the economy featuring Jim Lynn and Bill Seidman. Secretary Butz will
be the luncheon speaker and Elliot Richardson will address the Saturday
dinner banquet.
Chuck Slocum, Minnesota State Chairman, will introduce you for remarks
at the Conference. (See TAB A for list of Elected Officials and Republican
Party Leaders in Midwest Region - TAB B includes Head Table Guests.)
PFC PRIVATE MEETING
At the conclusion of your remarks before the Midwestern Republican
Leadership Conference, you will be escorted by Bill McLaughlin to the
Model T Suite for a 10-minute private meeting with 15 PFC officials.
The meeting is designed to be a very brief opportunity for you to chat
with the PFC leadership in the Midwest. In addition to a brief conversation,
the PFC is desirous of having a photograph of you and each person in
attendance.

The Midwest GOP Conference delegates have invited you to attend a
general reception immediately following the PFC meeting. The occasion
will give you an opportunity to mingle and informally greet the Conference
guests for approximately 35 minutes.
Following the GOP Conference Reception, you will motorcade to the
Detroit Metropolitan Airport accompanied by Governor Milliken and
Senator Griffin.
Air Force One departs at 12:50 p.m. for the 1 hour, 45 minute flight
to Langley AFB, Langley, Virginia. Mrs. Ford will join you at Langley

LANGLEY AIR FORCE BASE ARRIVAL
Air Force One will land at Langley Air Force Base, Langley, Virginia
at 2:35 p.m. You will be met there by Mrs. Ford, who will have arrived
by Jetstar, General and Mrs. Robert Dixon, TAC Commander, and Col.
and Mrs. Joseph Moore, Base Commander. Base personnel from
Langley, Ft. Eustis, Ft. Monroe, the Norfolk Naval Bases, and the local
community, and their dependents, will be on hand to greet you. A
contingency microphone will be available for informal remarks. After
greeting the crowd, you and Mrs. Ford will depart Langley by helicopter
for the 15-minute flight to Williamsburg.
Langley Air Force Base, now celebrating its 60th Anniversary, was
founded in 1916 as an experimental field and proving ground. Billy
Mitchell proved his theory of air power by launching a bomber mission
from Langley and sinking the OSTFRIESLAND - a captured German
World War I Battleship, the largest of its kind at the time.
From 1935 to 1941, Langley served as General Headquarters for the
Air Corps. Since 1946, the Base has been the headquarters of the Tactical
Air Command, which is now celebrating its 30th anniversary year. Langley
was also used as a training base for some of our first astronauts.
WILLIAMSBURG ARRIVAL
Your helicopter, which will land on the grounds of the Williamsburg Inn,
will be met by Governor and Mrs. Mills Godwin (R-Va). After 10-minutes
private time with the Godwins at the Inn, you and Mrs. Ford, accompanied
by the Governor and Mrs. Godwin, board a colonial-style carriage for a
10-minute ride to the Colonial Williamsburg Old Capitol Building.

SPECIAL JOINT SESSION OF THE VIRGINIA STATE LEGISLATURE
When you arrive at Colonial Williamsburg Old Capitol Building, you and
Mrs. Ford and the Godwins will be met by U.S. Supreme Court Associate
Justice and Mrs. Lewis Powell (Chairman, Colonial Williamsburg
Foundation Board) and Mr. and Mrs. Carl Humelsihe (President, Colonial
Williamsburg Foundation). Mrs. Ford will be escorted directly to the
House Clerk's Chamber and then to her seat in the Hall of Burgesses.
You will proceed to the Council Chamber holding area where you will be
escorted by a Delegation to the Joint Session.
En route, you will pass through several rooms of overflow audience who
will be watching the speech on closed circuit television due to the smallness
of the Chamber.
Following brief remarks by Justice Powell and Governor Goodwin, Speaker
Cooke will introduce you for remarks. The Session will adjourn immediately
after your address.
The invitation to address the Special Joint Session at the Old Capitol in
Williamsburg was extended by the Virginia General Assembly. These
commemorative sessions involving the 49 - State Senators and the 100
General Assembly Delegates are held every four years in the House of
Burgesses. Also sitting in the Chamber will be several ex-Governors,
the State Supreme Court, and the Leadership of the Colonial Williamsburg
Foundation.
COLONIAL WILLIAMSBURG FOUNDATION RECEPTION/DINNER
Following 1 hour, 35 minutes personal time in your Suite, Governor
and Mrs. Godwin, Justice and Mrs. Powell, and Mr. and Mrs. Humelsine
will join you at 6:15 p.m. and escort you to the Williamsburg Lodge
Conference Center for a Reception/Dinner (Black Tie). The Reception
will be attended by approximately 550 guests, consisting of Colonial
Williamsburg Foundation Officials, State of Virginia elected officials,
and other invited guests. You will mingle informally for about thirty
minutes, then proceed to Head Table 1 and take your seats.

Following dinner, Governor Godwin will offer a toast to you, and you will
respond.
Upon conclusion of the toasts, you and Mrs. Ford depart the
Colonial Williamsburg Foundation dinner, motorcade to the helicopter
landing zone and board for the 15-minute flight to Langley AFB, arriving
there at 10:20 p.m.
Air Force One arrives at Andrews AFB at 11:00 p.m. The helicopter
arrives on the South Lawn at 11:20 p.m.
