BACKGROUND
You, Mrs. Ford and Jack Ford will proceed by helicopter
to Andrews AFB, departing the South Lawn at 8:05 a.m.
The VP and Secretary Kissinger will accompany you.
Upon arrival at Andrews, you proceed to an "airport
stand" located in front of the press area to make
departure remarks. Following your remarks you will
board AF-1 for departure en route Bonn, Germany. Flying
time: 7 hours 15 minutes. Time Change: +5 hours.
Distance: 4,100 miles.
BONN ARRIVAL CEREMONY
The arrival at Bonn/Cologne Airport will be at 8:45 p.m.
local. You will be met by Chief of Protocol and Mrs. Franz-
Joachim Schoeller and Ambassador and Mrs. Martur J. Hillenbrand.
Ambassador Schoeller will serve as your escort throughout your
visit in Germany. There will be no formal ceremony and no
remarks at the airport. The formal "arrival ceremony" will
take place Sunday morning. After passing through a cordon
of troops you will board a helicopter for the 35 minute
flight to the Noervenich helopad where you will board a
motorcade for a 15 minute ride to Schloss Gymnich, your
residence. The remainder of the evening is free. Jack
is scheduled to go boar hunting at 3:00 a.m. with Baron
von Harrlach.
SCHLOSS GYMNICH
Schloss Gymnich is a moated castle with beautiful grounds
which dates back to the Twelfth Century. The present owner
and occupants, Baron Joerg Holzschuher von Harrlach, and

his wife, the Baroness, are distant relatives to the original
Baron of feudal times. The castle has been leased to the
Federal Republic of Germany for a period of eight (8) years,
and is used alternatively between the Baron and his family,
and visiting dignitaries. It is also the site of international
conferences. The castle was "volunteered" to the German Third
Reich during World War II, and on VE Day was occupied by the
German High Command for the Luftwafa. The property was returned
to the Baron and his family after post war adjustments.
The Castle has been destroyed and rebuilt several times and
today combines Gothic, Baroque and Rococo elements. The
Knights of Gymnich, named after their Castle, won fame
during the crusades and played a key role.
CITY OF BONN - The city originated at the time of the Roman
general, Drusus, in 12 B.C. The city rights were confirmed
in 1244. Afterwards, it was the residence of the Cologne
Electors - Archbishops. Important Baroque buildings originate
from this period, e.g. today's university buildings and the
Poppelsdorf Schlob. In 1815, Bonn became Prussian, after a
short period of French rule. The Rhenish Friedrich Wilhelm
University was founded three years later. The city was badly
damaged by air raids during the Second World War. The
Parliamentary Council met in Bonn from September 1948 to
May 1949. This body passed the Basic Law for the Federal
Republic of Germany on May 8, 1949, and in the same year, Bonn
became the provisional Federal capital. Bonn is noted for the
Beethoven Festival, which is held every year, and has the most
modern theatre building in Germany, opened in 1965. The
population of Bonn is 300,000.

BACKGROUND
SUMMARY
Sunday morning at 8:45 a.m., you and Mrs. Ford will depart
the Residence, motorcade to the helopad, then fly to the
Palais Schaumburg for the arrival ceremony (no remarks).
Following the ceremony, you proceed inside the Palais to
meet first with Chancellor Schmidt, then in an expanded
session, meet with the U.S. and German counterparts. At
the conclusion of the expanded counterparts' meeting,
you and the Chancellor will step outside to the terrace
to deliver remarks.
After the ceremony, Mrs. Ford will attend a tea with
Mrs. Schmidt at the Tea House near the Palais, then attend
a luncheon hosted by Mrs. Scheel at the Villa Hammerschmidt.
You proceed from the Palais to Kirchgoens via helicopter
to attend the 3rd Armored Division Joing FRG/US Military
picnic where you will also deliver remarks. Following the
picnic, you return to your residence, dress for dinner
(Black Tie) and depart via motor cade and helicopter for
Villa Hammerschmidt for a brief meeting (courtesy call)
with President Scheel. After the courtesy call, you de-
part via motorcade for the President's dinner cruise down
the Rhine River (Toast required), then return to your
residence and remain overnight.

PALACE SCHAUMBURG
Built in 1859 as the retirement residence of a banker, the
Palace was purchased in 1890 by Prince Adolf Wilhelm Victor
of Schaumburg-Lippe, who was married to the Princess
Friderike Amalie Wilhelmine Viktoria, the sister of Emperor
Wilhelm II. The building was bought by the German govern-
ment shortly before the Second World War. After the war
the Palace served temporarily as a Belgian staff head-
quarters. Two days after Bonn had been chosen as the
provisional Federal capital, the Palace was designated
as the official residence of the Federal Chancellor and
remodeled to serve this purpose.
VILLA HAMMERSCHMIDT
Built in 1860 as the residence of a millionaire and changed
hands several times. After the war the villa was taken over
by the occupation authorities. The property was purchased
in 1950 by the Federal Republic of Germany. It was remodeled
and in 1951 occupied by the first Federal President, Professor
Theodor Heuss. Since that time the building has been the
official quarters of the Federal President, and its current
occupant is Federal President Walter Scheel.
KIRSCHGOENS - JOINT FRG/US MILITARY PICNIC
The history of the First Brigade Summer Picnic can be traced
back to the early formation of the U.S. Land Armed Forces.
As early as the 18th Century, units celebrated the organi-
zation of their unit. The gathering became more formalized
with the establishment of the Regimental Unit System.
Following World War II, the Regimental System was disbanded
in the Army with the exception of the Cavalry Regiment.
The elements that were left after the Regiment was split
were referred to as Battalions. These Battalions continue
the tradition of holding an organization day, though it may
not, in some cases, be held on the exact day of founding.
From this tradition comes the 1st Brigade, 3rd Armored
Division Summer Picnic. It is an annual event which allows
the members and families of all the Battalions in the Brigade
to "get together".

The stated goal of "Project Partnership" is to increase
mutual understanding among NATO soldiers by increasing
soldier-to-soldier contacts. Some 150 NATO units are
involved in the Project's "sister unit" program.
AYERS KASERNE
The 1st Brigade, 3rd Armored Division, is the major unit
located at Ayers Kaserne in Kirschgoens, Germany. The
kaserne was built on what was Hessian farmland until it
was taken over by the German Luftwaffe (Air Force) in the
1930's as an airfield. The air strip and support facili-
ties were completely destroyed in air raids during World
War II. Ayers Kaserne, built in 1952, under the direction
of the US Army, was named in honor of SSG Lovel E. Ayers
of Company B, 22nd Infantry Regiment. He was killed in
action near Prum, Germany, and was posthumously awarded
the Distinguished Service Cross.

RHINE RIVER CRUISE
President Sheel's dinner will be held on the MS DRACHENFELS,
owned by the Cologne-Duesseldorfer Company. The MS DRACHENFELS
was built in 1961 in Cologne and cost about $3 million. It
is one of the larges passenger boats in Europe and can carry
3,200 passengers standing, or 1,200 seated. The ship is 297'
long, 51' wide, and has a draft of 4.8'.
When President Scheel was inaugurated in 1974 an inauguration
party was held aboard the MS DRACHENFELS. In 1965 when Konrad
Adenauer died the ship carried the former Chancellor's body
from Cologne to his home at Rhoendorf. Other highlights of
the DRACHENFELS' history include a meeting of the European
Economic Council on board in 1961 and a cruise by President
De Gaulle of France in 1962.
The Captain of the MS DRACHENFELS is Captain Holst VON DER WERTH.
Capt. von der Werth was born in East Germany and is 43 years
old. He has worked for the Cologne-Duesseldorfer Company since
1953 and first held the position of Captain in 1965. He is
married, has 1. son and his family lives in Cologne.
The Koeln-Duesseldorfer River Company, owner of the MS
DRACHENFELS, is based in Cologne and next year will celebrate
its 150th anniversary. The company operates 24 passenger
boats plus a hydrofoil build in Russia. K/D employs about
500 people and is the largest firm of its type in the FRG.

Konigswinter on left, the most popular tourist
region of the Rhine. Famous for hiking; several
castles on hills; most famous one is ruins of
Drachenfels (same name as boat on which tour is
being made) which was Snow White's castle; also
Petersburg castle, used for state visit residence.
Bad Honnef on left, famous watering spot for
persons with stomach and intestinal disorders
and circulation problems.

Drachenfels upstream, begin the famous Rhine
vineyards. Drachenfels area is farthest north
vines can be cultivated in Germany.
Unkel on left, a famous resort spot with important
vineyards and an impressive view from the tops of
the Seven Hills.
Remagen, on right, a Romanic-origin town, famous
for the bridge that was the first to fall into
the hands of the Allies in 1945 and led to a
major Rhine crossing during the assault on the
German heartland. The bridge has been since
destroyed but its pilings and towers remain and
are obvious.
Erpel, on left, across from Remagen is notable
for the 153-foot high cliff that towers over the
river and stands above the spot where the bridge
connected to the eastern bank.
Linz on left, the spot of a Presidential stop,
is a famous town known for the remains of many
middle ages and 17th-18th century buildings.
It is 1,100 years old (1974). Remains of the
old city walls can be seen. The church on the
hill was begun in the 14th century. The
population of Linz is about 6,000.
THE RHINELAND
The Rhine River originates in Switzerland and flows for 820
miles along the French-German border, through Germany and
Holland before emptying into the North Sea. It is one of
the most beautiful and popular tourist regions in the world,
particularly the portion which passes through Germany. It
is navigable for 500 miles and is the greatest European
artery of waterborne traffic. Since the Treaty of Vienna
in 1815 it has been an international waterway. The Rhine
is the heart of the FRG's 3,700 miles of inland waterways
and carries 75% of her inland water transport. Barges of
up to 1,500 tons utilize it.

The Rhine is the largest major river in the world which
flows from south to north, so that when one refers to
going "upstream" on the Rhine he is talking about going
south toward the Swiss border. The current is extra
strong and runs about 9 knots with increased velocity
in the narrow turns, of which there are many. The river
winds like a snake throughout Germany.
Because of the current, industrial development which has
contributed to pollution, and the vast amount of commer-
cial barge and tourist boat traffic on the river, swimming
is not advisable. Small boating is not the rule either,
except for kayaks. One of the most colorful sights on
the river, therefore, is the picture of long barges (on
which families live) from Switzerland, Germany, and the
Netherlands and other European countries plying the
waters with their trade. An onlooker will note the
difficulties many boats have in traversing the current
upstream and the relative ease with which they head north.
The Rhine wines are world famous (most notable the Reislings,
Sylvaners, and Traminers) and are somewhat sweeter in taste
than the Mosels. The Mosel River meets the Rhine at Koblenz,
further upstream from Remagen and not visited on the
Presidential trip. Of interest is the fact that in German
the Mosel is a "female" river (die Mosel) and the Rhine is
"male" (der Rhine). When they meet at Koblenz you have
what may be the world's only river marriage.
At Linz, it is expected that the wine offered the President
will be a local (Linzer) wine in the city's large ceremonial
cup. It is expected that President Scheel will also be
offered wine from the same cup.

BACKGROUND
Your first day in Poland will be an extremely active day involving a back-
to-back sequence of events and meetings with little personal time. The
pace of the schedule will be maintained throughout your visit to the non-
aligned countries and is reflective of their desires to maximize your exposure
throughout their countries and to their people.
ARRIVAL CEREMONY
The arrival ceremony, similar to the others in which you have participated
throughout Europe, will include Anthems, review of the troops, introductions
and remarks. Unique at this ceremony will be an opportunity to greet several
thousand citizens who will be on hand to witness the ceremony.
From the arrival ceremony, you will proceed to Wilanow Palace (your
residence) for a brief ceremonial gathering of the official parties. En
route, the motorcade will stop in two or three crowd locations where you
and the First Secretary will have an opportunity to get out of the car and
greet the citizens. After spending five or ten minutes with the official
parties at Wilanow, you will escort Mrs. Ford to your quarters for a
moment prior to your departure for the Wreath-Laying Ceremony at the
Tomb of the Unknown Soldier. This separation from your guests is
necessary to enable First Secretary and Mrs. Gierek to leave the Palace
grounds prior to your departure.

TOMB OF THE UNKNOWN SOLDIER
Of the three principal monuments of the city, only the Tomb of the Unknown
Soldier pays tribute to all Poles. The other two which you will not visit,
the Nike Monument and the Ghetto Monument, pay tribute to the Warsaw
Resistance Movement and the Jewish Ghetto resistance. The Tomb stands
beneath the shattered remnants of the former Ministry of Defense Building
which was totally destroyed during World War II. The Tomb contains
symbolic samples of earth from the forests and cities of Poland as well
as from the battlefields of the second World War.
FIRST SECRETARY GIEREK'S LUNCHEON
Following the Wreath-laying Ceremony, you will rejoin Mrs. Ford at the
Palace of the Council of Ministers where you will participate in an official
reception and luncheon. A toast will be required. Following luncheon, you proceed
to the garden area for a concert featuring traditional Polish songs and dancing.
TOUR OF OLD TOWN
After the luncheon, accompanied by Mrs. Ford, you proceed directly to Old
Town where you will take a walking tour of this historic Market place and
cop by a gift shop on Market Square where you may wish to purchase some
traditional Polish handicrafts. Old Town dates back to the earliest foundings
of the city of Warsaw. As was much of Warsaw, it was almost totally destroyed
during the Second World War and was subsequently rebuilt in its original style
based on photographs, paintings, and architectural designs from the city's
archives.
MEETING WITH FIRST SECRETARY GIEREK
After the tour of Old Town, you will meet with the First Secretary at, the
Parliament Building (SEJM). Your initial head-to-head meeting will expand
to include counterparts and culminate in a Signing Ceremony.
WILANOW PALACE DINNER
You and Mrs. Ford will host an official dinner at your residence for approximately
36 guests. Toasts will be included. In bidding farewell to the First Secretary
and Mrs. Gierek, you might make mention of the fact that you will be greeting
them upon your arrival at Krakow.

Since the First Secretary and Mrs. Gierek will have departed by plane at
8:40 a. m. in order to be in Krakow to receive you upon arrival, there will
be no Warsaw departure ceremony. You will merely ride to the airport
with Chairman of the Council of State Jablonski who, along with Mrs.
Jablonski, Chairman of the Council of Ministers Jaroszewicz and Mrs.
Jarosewicz, and Ambassador Lewandowski will accompany you aboard
Air Force One to Krakaw.
ARRIVAL CEREMONY - KRAKOW
This will be an informal ceremony. You will be greeted by First Secretary
and Mrs. Gierek and other Polish officials. You and the First Secretary
then board your helicopter en route Oswiecim. (O-SHFIN-SIM).
WREATH-LAYING CEREMONY AT OSWIECIM INTERNATIONAL MONUMENT
In referring to this International Monument, you should remember to use
the Polish name OSWIECIM, not the German name Auschwitz. You will
lay a wreath, observe a moment of silence, view the memorial plaques
along the departure route, and sign the visitor's book. You then bid the
First Secretary goodbye, board your helicopter and depart en route the
Institute of Pediatrics of the Medical Academy of Krakow. Chairman
Jablonski will accompany you.

Of the suffering and tragedy of World War II, Oswiecim has been
preserved by the Poles as a reminder of the four million persons,
representing 28 nationalities, who died after the concentration camp
opened in June, 1940. Actually, Oswiecim consisted of three camps
and 39 sub-camps. Over 12, 000 persons died daily at the peak of the
Nazi exterminations, a "Martyrdom Museum" exists along with other
graphic exhibits of the human devastation which occurred there. The
Monument "to the victims of Warsaw" created by Polish and Italian
architects and unveiled in 1966, is located at Camp "Birkenau". The
nearby city of Oswiecim is a small industrial center (Population:
approximately 50, 000) at the confluence of the Sola and Vistula Rivers,
about 35 miles from Krakow.
TOUR INSTITUTE OF PEDIATRICS OF THE MEDICAL ACADEMY OF KRAKOW
The Krakow Pediatrics Hospital, constructed with the assistance from private
American groups and with funds from the Agency for International Development,
celebrates its 18th anniversary late this year. The 300-bed pediatric Hospital
and Research Center was opened in 1965 under the director of the Medical
Academy in Krakow. Last year, AID funds made it possible to open a new
research wing at the hospital. Since its opening over 500, 000 patients have
been treated and the research wing is conducting studies and researching
serious childhood diseases. It is anticipated that additional American
assistance will support the construction of a 300-bed rehabilitation center
in the future.
Upon your arrival at the Institute, you and Chairman Jablonski will be greeted
by a delegation of hospitalized children who will present you with flowers,
and Rector Popiela will present a medal and scroll. You then tour a ward
and proceed to your motorcade, and depart en route Market Square.
En route the Square, you will stop at a designated point to meet Secretary
Gierek who will then accompany you in your car.
MARKET SQUARE
This main square is the center of the commercial and cultural life in
Krakow and is associated with many important events in Poland's history.
You will arrive and travel around the periphery of the Square in your
vehicle. Following an introduction by First Secretary Gierek, you make
remarks to the crowd and depart.

LUNCHEON AT WAWEL CASTLE
Following your remarks at the Square, you depart via motorcade en
route Wawel Castle where you rejoin Mrs. Ford and Jack Ford and
attend a luncheon hosted by Chairman of the Council of Ministers
and Mrs. Jaroszewicz. Following your introduction by Chairman
Jaroszewicz, you will offer a toast.
Wawel is the largest and most impressive of all Polish Castles. The
former residence of Polish Royalty combines a Gothic Renaissance
castle and a Gothic Cathedral erected on a fortified Hill (781 feet high)
overlooking the Vistula River. A settlement has existed at this location
since prehistoric times. In the 12th century, the area became an
aristocratic and royal residence. The present Cathedral building (the
third in succession) and the Castle were constructed in the 15th century.
The Cathedral, encircled by 18 chapels, contains the sepulchres of
many Polish Kings, as well as those of the Polish literary masters Adam
Mickiewicz and Juliusz Slowacki.
DEPARTURE CEREMONY
Upon conclusion of the luncheon, you and the First Secretary board
your car and depart en route Krakow Airport. The departure ceremony
includes the playing of the anthems and review of the honor guard. You
then bid farewell to First Secretary and Mrs. Gierek and the other Polish
dignitaries, board Air Force One and depart en route Helsinki,

Upon arrival at Seutula Airport, Helsinki, you will be met by Urho
Kekkonen, President of the Republic of Finland. You proceed directly
to a stand-up microphone for an arrival statement. (No response by
President Kekkonen is expected. You then take your leave of President
Kekkonen, board your motorcade and depart en route the American
Embassy Residence.

PLENARY SESSION OF THE CSCE

Mrs. Kirkko Liinamaa (nee Lindross) married Jeijo
Liinamaa, the present Prime Minister, is 1955. They have
four children, ranging in age from 19 to 10 years. Mrs. Liinamaa
is a cheerful and self-confident extrovert. She talks rapidly
and is not hesitant about using her English. She devotes most
of her energy to her home and family.

Wife of the Foreign Minister of Finland
Mrs. E.S. Mattila (nee Vestinen) married Olavi Mattila
in 1956. They have three children ages 15 to 18. One of them
spent last year in an American high school. Mrs. Mattila's child-
hood was spent in the Karelian Isthmus, now part of the USSR.
She has a degree in Political Science and was employed by the
Finnish Foreign Ministry when she met her husband in Peking. She
takes an active interest in her husband's work and is responsible
for managing the Mattila family farm where they raise beef cattle.
She enjoys meeting people and speaks goof English.

Assisting with Ladies Program
Mrs. Hallama was born March 1, 1925. Her parents
were Sven Theodor Weber (a businessman and longtime Director of
LM Ericsson Inc. in Finland) and Very Gorbatova. Brought up in
a wealthy Swedo-Finnish family devoted to sailing as well as the
arts and painting, Anita Weber took a university degree in
Philosophy in 1941. She studied in Cambridge in England in 1938.
She married Jaakko Hallama in 1947 and has two sons (Jukka and
Markku).

POOL REPORT
Mrs. Ford visits outdoor museum on island
July 31, 1975
Mrs. Ford's activities during the day were planned for wives of heads
of delegations of CSCE and other members of the delegation.
"We must have broken all speed limits" (from the Market place to the island)
Mrs. Ford said when she arrived at the open air museum on the Island
Seurasaari.
The island contai ns buildings and groups of buildings from every province of
Finland, representing typical local cultures and histories. Most buildings
in this "outdoor museum" date from the 18th and 19th centuries. Included on
the island are farmsteads, a watermill, a country store, a granary, and
church. There are samples of Finnish housing from a country cottage to a
farmhouse to a manor dwelling. all made of wooden logs, in various shapes
and sizes.
Each house was taken apart piece by piece, numbered, and reconstru cted
as it originally stood with furniture and utensils (except for the animals).
The bus which brought Mrs. Ford to the island took the "prettier" route. It
was winding and narrow. It passed a red clay tennis court, an inlet with
dozens of colorfully painted boats tied at piers, a low-lying wooden school,
the "organ pipes" memorial to Sibelius (to be discussed later), an old
hospital, a new hospital (glass structured which the natives trefer to as "The
Hilton".)
The bus passed "Talbo", the Prime Minister of Finland's place on
the water's edge. Across the water inlet of the Bay of Finland on the
horizon were smoke stacks which belong to "Alko" the liquor monopoly.
Near the white wood narrow bridge which the bus crossed slowly (because
the boards rattled) were wild brown ducks and white seagulls, most of them
floating and preening in the warmth of the brilliant sun. A small variety of
bamboo grew along the edge of the water.
A log cabin (child's size) on stilts was used to store food from wild animals
years ago. They said there were wolves (not human ones) which went after
the food.
Many log cabins, passed on the way, had sod on the roof which sprouted
grass and weeds to the height of 18 inches (approximately).
Mrs. Ford chatted for about 5 minutes with a group after she got off the bus.
(The poolers were not allowed near).
When she did come closer she said she had stopped to shop for gifts. "I have
a daughter and she has many friends. I bought trinkets many earrings,
bracelets, and necklaces to take back to them so they wouldn't think I had
forgotten them when I was away, "Mrs. Ford said.
"Are you going to buy skis?" asked one man.
"They like us to ski on America skis, " she replied.
The mats she had purchased on her first trip to the open marketplace she
said "will be going to our skiing lodge in Vail (Colorado, USA).

She had "noticed" a 4-year old little girl, Mira Tokisolo, who was in a
child's swing made from wooden logs. This little girl's madonna-like
exquisitely beautiful face was radiant with joy as she was pushed back and
forth on the swing by her mother. Another child near-by is a day-boarder
with Mrs. Tokisolo. His mother is a newspaper employee. She pays
300 Finnish marks a month for his care (5 days a week). He stays from
8 am to 5 pm. (Mrs. Ford did not go near them.)
Mrs. Ford wore a red and white polka dotted, shirt-waist dress with bow
at neckline and buttons on blouse; a white jacket (she took it off later
because it was very warm, The Secret Service agent held it for her); and
black and white spectator shoes.
Another twosome Mrs. Ford "noticed" was on a flat log placed over a smaller
round log. One boy jumped hard onto one end of the log, bouncing the girl
up into the air. She repeated the action causing the boy's side to bounce him
into the air. It resembled a tetter-totter, but it had trampoline action.
Mrs. Ford remarked about the weather. "It is absolute y marvelous
a beautiful day like this it's lovely. "
Then she added: "I really expected it to be cooler
so I am very pleased
with the lovely sun."
Mrs. Ford said she hoped to do more shopping if "I get the time."
Suddenly the bus which brought the other wives arrived,
While Mrs. Ford walked to the first house she spoke about "my daughter.,
Susan. as a photographer worked on a newspaper " (It was difficult to
hear because she spoke so softly.)
She entered the square courtyard of the farmhouse. The reason there was
C onstruction with houses on four sides and a courtyard in the middle was to
keep wild animals out.
In the courtyard a group of dancers began their folk rhythms accompanied by
two violinists, a flutist, and an accordian player. The dancers wore costumes
traditional of various parts of Finland. The men: navy blue knee-breeches
with colorful wool binding under the knee; white knee socks; black shoes; white
shirts. When asked if she would join the dancers she said, "I don't know the
steps" and laughed.
The women wore colorful calf-length skirts; sleeveless vests (black) and
white blouses. Some wore small hats (only married women wore hats), and
some wore ribbons (unmarried girls wore ribbons in their hair).
Mrs. Ford was escorted into the wooden farmhouse which had been painted
with a special reddish paint (probably creosote (?).)
Inside the house there was a paucity of furnishings.. a wooden mold to make
reindeer shoes (the fur is turned inside); rocks for baking (they are heated
like a sauna bath). Bread was baked two times a year. The bread was in
the shape of a 12-inch doughnut and strung on a wooden pole near the rocf.
It gets very, very hard. (The bread is made of rye flour and water and
sometimes potatoes are added to the bread.)
Antler horns were used as a device to wind wool or flax yarn for spinning.
A large wooden tub was used to store salt. One wooden tub was used to store
water. Rakes were three-pronged and made of wood, which is abundant. This
house was considered "prosperous."

Outside there was a wooden balcony on the second floor. (Mrs. Ford did not
climb up the ladder to reach the second floor.)
The master bedroom had a wooden clothes closet with birds painted on doors.
A fireplace made of bricks, a small bed, two small wooden chairs, small
table, a horn, curtains of linen, the walls originally had no coverings.
but now they are covered with smooth deerskin. There were wooden plates in
one room, and a cupboard. had two cups and one saucer (made of pottery).
A stove with metal door, a pair of hand-woven red and white wool gloves, and
hand-made rug-runners were seen. A clock on the wall had no cover. There
was a wooden rocking chair. (All furniture was hand made.)
Cattle had been kept on the other side of the square courtyard in a barn, but
were brought into the main living quarters to keep the family warmer with their
body heat. Mrs. Ford heard an instrument played a kentele which is
played on a table like a zither or on the lap.
Small axes were stored on top of one door.
Outside in the courtyard again, Mrs. Ford saw five girls who wore different
Finnish costumes.
At a small table covered with a white cloth in the courtyard, Mrs. Ford
stopped to taste the refreshments
she was handed an open face sandwich
made with fish, cheese, decorated with dill. She did not taste it. But
she did eat a piece of ham (cube) on a toothpick. They served meade (a tra-
ditional Finnish drink made with raisins, sugar, water, lemmon and yeast
non-alcoholic. (Other things go into this recipe.)
The Lord-Mayor of Helsinki accompanied Mrs. Ford around the open air
museum. His name is Teuvo Aura. She told him she was having a "delightful
time" and "it was very colorful".
She was served a "home-made brew" to which she said um". (it is non-
alcoholic).
Inside the courtyard are lilac bushes and dainty white birch trees.
The roof of each of these houses is made of wooden shingles.
Suddenly.
a white butterfly floated by in the bushes.
"This is one of the delightful parts, " Mrs. Ford repeated. "It is very cheerful
and beautiful, very festive. "
Asked if this reminded her of any parts of the State in the northern mid-west
back home, Mrs. Ford replied: Well, I think perhaps Minnesota."
"Naturally it is only possible to get a closer feel of the country by spending

Mrs. Ford said!
Asking a native who attended about the impression she had of Mrs. Ford she
replied, "She is absolutely lovely. she is genuine. wholesome. the people
reacted very warmly to her. She is such a beauty -- ravishing. people would
wish to see more of her.

On the way back to the pier where the women were to sail to an island for
lunch
Mrs. Ford and the group stopped to see the Sibelius Monument
which looks like organ pipes, is made of steel and resting on granite rocks.
A metal sculptor of the head of Sibelius is nearby: The memorial was
explained to Mrs. Ford by the grand-daughter of Sibelius, Mrs. Enckell. (Her
husband is the Finnish Ambassador to France.) Eila Hildunen sculptored
this monument in seven years
out of steel. She cast the metal, also.
Mrs. Ford stopped to have her picture taken with the Sibelius Monument in
the background.
On the way to the pier, many people were on the sidewalk watching the
caravan of cars go by escorted by motorcycle police.
At the boat, the press was not permitted to go on board. only Sheila Weiden-
feld, Mrs. Ford's press secretary, went on board with the wives of the heads
of state.
We passed three ice-breakers in the harbor.

large ones.
A few photographers were permitted on board.
Saaristo is the name of the boat. Mr. Straus. Snellman, Counsel General
at the Finnish Ministry of Foreign Affairs.
Mrs. Ford and group had luncheon at Valhalla Restaurant on Suomenlinna

AFTERNOON CSCE PLENARY SESSION
At 2:45 p.m., you will depart the Embassy Residence en route Finlandia
Hall for the afternoon CSCE Plenary Session which is scheduled for 1 hour
45 minutes. The Chairman for the Session is the Head of the Delegation
of the United Kingdom. Heads of Delegations address the session for 20
minutes each in the following order: Liechtenstein, San Marino,
Luxembourg, and the Holy See. The Session will end sometime between
4:30 and 4:45 p.m.
CSCE FINAL DOCUMENT SIGNING
The concluding ceremony at which the CSCE Final Document will be signed
will take place fifteen minutes after the Plenary Session at approximately
5:00 p.m. The 35 Heads of State or Government will be seated at a long
rectangular table in French alphabetical order. You will sit between German
Democratic Republic First Secretary Honecker and Austrian Chancellor
Kreisky and will be the third to sign.
The participants will each sign only once on a separate page after the last
item of the CSCE Document which is drawn up in English, French, German,
Italian, Russian and Spanish. This original document will be retained in
the Archives of the Government of the Republic of Finland. Each of the
participating states will subsequently receive from the Finnish Government
a true copy (copy certified by the Finnish Foreign Minister) of this final
Act. The Finnish Government will transmit the text of this final Act
to the Secretary General of the United Nations and to the Director General
of UNESCO.
Following the Document signing, President Kekkonen markes brief remarks,
concludes the Conference and invites you and the other Delegates to the
Delegates Lounge for champagne. You mingle informally for 10-15 minutes
and depart. en route Embassy Residence.

Following the Signing Ceremony, you will return to the Embassy Residence
where you will meet with Prime Minister Arias of Spain for 30 minutes.

TOUR OF ICEBREAKER "UHRO"
At 7:30 p.m., you and Mrs. Ford will visit the Icebreaker "Urho" where
you will join President Kekkonen and take a walking tour followed
by a brief, informal buffet dinner in the salon. Also invited are Secretary
Kissinger, Ambassador and Mrs. Austad, Finnish Foreign Minister and
Mrs. Mattila, and Finnish Ambassador to the United States and Mrs.
Tuominen.
The "Urho", named after President Kekkonen, is the newest and largest
version of the Finnish icebreakers. The Finnish build the best and most
sophisticated icebreakers in the world and have sold several to Western
European countries and to the Soviet Union.
As you know, the problem of extreme winter freezing of the Great Lakes
has been one of major concern for many years. Each day the Lakes
are frozen, 20, 000 jobs come to a halt. Sixty thousand additional jobs
are indirectly halted. The countless additional number of frozen-area
jobs affected make the daily loss a substantial and critical one. You will
recall that Senator Griffin and Congressman Ruppe briefed you on the
situation during your recent visit to Mackinac Island. The possible
acquisition of Finnish icebreakers would aid the Finns economically
as well as fulfill a need in the Great Lakes Area.
You will return to the Embassy Residence at approximately 9:00 p.m.

MOTORCADE TO SPRING PALACE
You will ride with President Ceausescu in his open-top car from the Airport to
Spring Palace. Mrs. Ford will ride with Mrs. Ceausescu. There will be two
motorcade stops en route the Palace where you and President Ceausescu will
get out of the limousine and greet the citizens. At both stops, you may be
offered the traditional bread and salt and plum brandy (Tuica). The bread,
usually baked in the house of local peasants, represents the flesh of the
people and is a symbol of friendship and hospitality. The salt represents
the land.
At the first stop, Plaza Scienteia, Bucharest's Mayor Georgia Cioara will present
you with a key to the city. You will be expected to make brief "thank you" remarks.
SPRING PALACE
Upon arrival at Spring Palace, your residence, you and Mrs. Ford will meet the
Mission of Honor and proceed to the Petit Salon for a brief conversation with the
official parties. This initial stop at the Palace will be very brief (approximately
30 minutes).
The Spring Palace was built in the middle sixties specifically to house visiting heads
of state. A low slung, modern structure, the Palace is situated on a bluff overlooking
Lake Floreasca, an artificial lake that is one of the city's most attractive. The
compound is located within a controlled area reserved for residences of top
officials, including President Ceausescu.
WREATH LAYING CEREMONY AND MEETING WITH PRESIDENT CEAUSESCU
At 5:30 you will depart the Palace via motorcade en route the Council of State
for the 1 hour 25 minute head-to-head meeting with President Ceausescu,
Mrs. Ford remains behind for personal time.
En route, you will stop at the Monument of the Homeland Heroes to lay a wreath
and review the troops. The Monument, located near the Military Academy,
depicts three larger than life figures; an infantryman, a sailor and a
navigator and honors Romanians who fought for the freedom of the home-
land during World War II. In its broader sense, it honors all Romanian
warriors and patriots. The monument was dedicated in 1957.

The Council of State, formerly the Royal Palace, is the site of the head-to-
head talks, as well as the State Dinner. Built between 1930 and 1937, this
imposing U-shaped neoclassical structure now houses the most important
government organs of the Romanian State. President Ceausescu has his
office there and the building is also the seat of the Council of State, the
supreme permanent body of the State power, according to the Romanian
Constitution. In the northern wing of the Palace is the National Museum
of Art, which has Romania's most valuable collection of national
artistic treasures.
DINNER
Following the head-to-head meeting, you return to the Spring Palace via
motorcade for 25 minutes personal time, then depart with Mrs. Ford at
8:10 via motorcade en route the Palace of the Republic for President

TREE PLANTING CEREMONY AT PARK OF FRIENDSHIP
Following your breakfast with Prime Minister Bijedic, you go to the Park
of Friendship where you will be met by Zivorad Kovacevic, Mayor of
Belgrade and other dignitaries, and plant a Ceremonial Tree (Yugoslav
Fir). Each visiting Head of State plants a tree in this Park which is
located on reclaimed land. Trees planted by Tanzania and North
Vietnam are in close proximity to the tree you will plant.
The Park is designed as a permanent symbol of friendship among peoples.
It extends over an area of 35 acres and contains many cultural facilities.
At the moment, the Park is under construction and when completed, it is
expected to be one of the most beautifully arranged parks in the city.
President Nixon planted a tree in Friendship Park on October 7, 1970.
HEAD-TO-HEAD MEETING WITH PRESIDENT TITO
At 9:42 a. m. you will depart via motorcade en route the Federal Executive

Upon your return to Old Palace, the American Embassy Staff and their

a brief reception. You then depart for Surcin Airport.
