I. PURPOSE
This is a follow-up to your telephone conversation of last week
following Governor Ray's election as Chairman of the National Gov-
ernors' Conference.
II. BACKGROUND, PARTICIPANTS AND PRESS PLAN
A. Background
Governor Ray was first elected in 1968 and re-elected in 1970, 1972
and 1974, making him the only four term Republican Governor
presently serving. Before he became Governor of Iowa he was
Republican State Chairman for four years and regularly rates
very high in his State's popularity polls. He stated his sup-
port for you last week in New Orleans at the Governors' Conference
and wants to be as helpful as possible.
He will try to be an active Chairman of the Governors' Confer-
ence and his reputation as a thoughtful moderate on issues will
be helpful to the Administration in building support for or neu-
tralizing opposition to the specific positions you take from time
to time. He will want to talk with you about the "New Coalition"
of Governors, Mayors, State Legislators and County Officials
which the Domestic Council and OMB have been working with
to develop a consultation process on issues and the federal budget.

Governor Ray in February at a State Dinner and in October of
1974 during your trip to Des Moines, Iowa.

III. TALKING POINTS
1.
Contratulations again on your election as Chairman of the Governors'
Conference.
2. In regard to the Governors' Conference you and your Republican
colleagues did a fantastic job of preventing anti-Administration
positions from being taken and I want you to know how much I
appreciate your fine efforts.
3. Additionally, I want to thank you for your very friendly and
supportive statements about me.
4. I look forward to working with you both as a Republican Governor
and as Chairman of the Governors' Conference and want to assure
you that we want to hear from you and have an open and regular
process of communication, both personally and through the Domestic
Council.

Highway Legislation
Ray
Your note of June 2, 1975, expressed the concern that the
change in the highway legislation permitting state preemption
of 1¢ of the gas tax in 1977 might result in a tax reduction
before the states had adequate time to act on state
legislation to increase taxes.
The proposed legislation, however, would not reduce the Federal
gas tax in a state until that state increases the state gas tax
by at least 1¢. Therefore, the 1¢ of Federal tax will not come
off until the state acts on its own tax. Some states will
probably not be able to enact such legislation by October 1976,
the first date on which preemption is permitted. Many states
are, however, expected to take advantage of this preemption
feature during 1977.
