Attached is the House Joint Resolution 1070, which authorizes and
requests the President to proclaim the period of September 15, 1974

Month, 11 together with a proclamation prepared in response to this
request.
Johnny Horizon '76 appeals to all Americans to help prevent litter,
minimize pollution, clean up the air, water and land, conserve
energy and utilize all natural resources wisely. As in a similar
month in 1973, supporters of Johnny Horizon '76 will have an
all-out drive during this period to involve citizens in worthwhile
environmental improvement and protection efforts.
Johnny Horizon '76 is also recognized as an official Bicentennial
activity.
The Counsel's office, Bill Timmons, Paul Theis, and OMB concur.
RECOMMENDATION
That you sign both the enrolled Joint Resolution (Tab A) and the
proclamation (Tab B).

as an official national Bicentennial activity, Johnny
Horizon '76 appeals to all Americans to help prevent litter,
minimize pollution, clean up the air, water and land,
conserve energy and utilize all natural resources wisely.
H.J.Res. 1070 authorizes and requests the President to
issue a proclamation designating the period of September 15,
1974, through October 15, 1974, as "Johnny Horizon '76
Clean Up America Month." As in a similar month during 1973,
supporters of Johnny Horizon '76 will have an all-out drive
during this period to involve citizens in worthwhile
environmental improvement and protection efforts.

Attached is a proposed proclamation, prepared by the
Department of the Interior, which would implement the
joint resolution. The proposed proclamation has been
approved by the Director of the Office of Management and
Budget, and attorneys in the Department of Justice who
review proclamations as to form and legality have indicated
to us that they perceive no objection to it.

This responds to your request for the views of this Department on
enrolled bill H.J. Res. 1070, "Authorizing the President to proclaim
the period of September 15, 1974, through October 15, 1974, as
'Johnny Horizon '76 Clean Up America Month
We recommend that the resolution be approved by the President.
H.J. Res. 1070 would authorize the President to proclaim the period
September 15, 1974, through October 15, 1974, as "Johnny Horizon
'76 Clean Up America Month".
During that period, it is planned that supporters of Johnny Horizon
'76, including government organizations, businesses and public
groups, will stage an all-out drive to involve citizens in worth-
while environmental improvement and protection efforts. The
Johnny Horizon '76 program appeals to Americans to help prevent
litter, recycle materials, minimize pollution, clean up air, water
and land, initiate beautification projects, conserve energy and
utilize all natural resources wisely.
The Department is pleased that Congress has recognized Johnny
Horizon '76 Clean Up America Month by passage of H.J. Res. 1070,
and we recommend Presidential approval of the joint resolution.

In accordance with your telephone request on
Friday, August 30, attached is a draft of the
proposed Presidential Proclamation for Johnny
Horizon Clean Up America Month during the period
September 15 - October 15, 1974.
Also enclosed is a photocopy of the Joint House
Resolution 1070 which appeared in the Congressional
Record.
We expect the Senate Resolution to clear sometime
this week. It is being handled by Senator Roman
Hruska.
Through Mr. Robert A. Kelly of Mr. terHorst's
staff, we have requested a picture with President
Ford, Secretary Morton and Ivan Scott, our National
Coordinator, during the signature ceremony. Also,
we have requested a recording of the Proclamation
by President Ford for distribution to networks,
radio stations and audio news services.

Our Nation's 200th birthday is less than two years away, and much
has been accomplished through the Johnny Horizon '76 Program toward
improving the environment of our country for this historic event. To
date thousands of schools; churches; youth groups; chambers of commerce;
conservation, civic and commerical organizations; and millions of private
citizens have joined in partnership with Johnny Horizon '76 in a wide
range of projects to create environmental awareness and to beautify America.
Our most precious environment is the area in which we live - our
city streets and rural towns - and this is where each individual can
effectively exercise his responsibility. This has been exemplified by
the many action projects which have been undertaken thus far across our
country.
Yet, much remains to be done.
We need to continue to improve our environment, and to develop a
conservation/environmental ethic. To dramatize this need, the Congress
has by House Joint Resolution 1070, 93rd Congress, designated the period
of September 15 to October 15, 1974, as "Johnny Horizon '76 Clean
Up America Month" and requested the President to issue a proclamation
calling for observance of this month.
NOW, THEREFORE, I, Gerald R. Ford, President of the United States of
America, do hereby proclaim

nations's attention to the Johnny Horizon "76 environmental awareness and
action program for America's 200th birthday and related Ricenternial

Mr. HRUSKA, from the Committee on the Judiciary,
submitted the following
REPORT
[To accompany H.J. Res. 1070]
The Committee on the Judiciary, to which was referred the joint
resolution (H.J. Res. 1070), to authorize the President to proclaim
the period of September 15, 1974, through October 15, 1974, as "Johnny
Horizon '76 Clean Up America Month", having considered the same,
reports favorably thereon without amendment and recommends that
the bill be agreed to.
PURPOSE
The purpose of the joint resolution is to authorize the President to
proclaim the period of September 15, 1974, through October 15, 1974,
as "Johnny Horizon '76 Clean Up America Month".
The month of September 15, through October 15, 1974, will be re-
served for scheduling of events throughout the United States to en-
courage the cleaning up of America's environment. This Johnny
Horizon program has been officially recognized by the American
Revolution Bicentennial Administration to promote a clean-up of
America prior to the 200th birthday celebration in 1976.
Government agencies such as the Civil Service Commission, Gen-
eral Services Administration, Department of Transportation and the
Department of Defense have also endorsed and promoted this program.
It has also received the support of the U.S. Postal Service, the National
Governors' Conference and many national associations, both civic and
commercial.
The committee is of the opinion that this resolution has a meritorious
purpose and accordingly recommends favorable consideration of H.J.
Res. 1070 without amendment.

PROCLAMATION: JOHNNY HORIZON '76 CLEAN UP AMERICA MONTH
Although our Nation's 200th birthday is less than two years
away, much has been accomplished through the Johnny Horizon
'76 Program toward improving the environment of our country
for this historic event. But much remains to be done. To date,
thousands of schools; churches; youth groups; chambers of commerce;
conservation, civic and commercial organizations and millions
of private citizens have joined in partnership with Johnny Horizon '76
in a wide range of projects to create environmental awareness and
to beautify America.
Our most precious environment is the area in which we live - -
our city streets and rural towns -- and thi S is where each individual
can effectively exercise his responsibility. This has been exemplified
by the many action projects which have been undertaken thus far
across our country.
We need to continue these improvements. To dramatize
this need, the Congress has by House Joint Resolution 1070, 93rd
Congress, requested the President to proclaim the period of
September 15, 1974, to October 15, 1974, as "Johnny Horizon '76
Clean Up America Month. "

NOW, THEREFORE, I, GERALD R. FORD, President
of the United States of America, do hereby proclaim the period
September 15 through October 15, 1974 as Johnny Horizon '76
Clean Up America Month and ask our Natin's attention to the
Johnny Horizon '76 environmental awareness and action program
for America's 200th birthday and related Bicentennial activities.
I urge representatives of business, industry, labor, Government,
civic groups, and other citizens to continue to join together to
demonstrate the significant results that can be realized when
Americans, translate their concern into affirmative action. I
further urge a continuation of neighborhood and community clean-
ups, beautification programs, resource recovery and education
programs, energy and wildlife conservation efforts and other
worthwhile activities.
IN WITNESS WHEREOF, I have hereunto set my hand

hundred seventy-four and of the independence of the United States
