S. 3589 is intended as a tribute to Norris Cotton for his 28 years of dedicated public service, including 4 consecutive terms in the House followed by an unexpired term and three subsequent full terms in the Senate. During his tenure in the Senate he served as ranking minority member of the Commerce and Appropriations Committees. 2 Former Senator Cotton has been honored for his deep humani- tarian concern and leadership in the struggle against disease by the naming of the renowned cancer institute near his home town of Lebanon, New Hampshire, as the "Norris Cotton Cancer Research Center." PURPOSE The purpose of S. 3589 is to appropriately designate and name the new Federal building at 275 Chestnut Street, Manchester, New Hamp- shire, as the "Norris Cotton Building." GENERAL STATEMENT Former U.S. Senator Norris Cotton was born in Warren, New Hampshire on May 11, 1900. He attended the Tilton School and Phillips Exeter Academy, and at age 22 was elected to the New Hampshire State Legislature. Senator Cotton graduated from Wes- leyan University in 1923, and later worked his way through George Washington University Law School by serving as a secretary to Sen- ator George Moses. He was admitted to the New Hampshire Bar Association in 1928. At the beginning of his public service, Norris Cotton held several State positions including Clerk of the State Senate, Prosecuting At- torney for Grafton County, and Municipal Court Judge in Lebanon. In 1946 he was elected to the House of Representatives where he served four consecutive terms. After completing the unexpired term of the late Senator Tobey, he was elected to three consecutive full terms in the Senate. 57-010 2 There, as ranking minority member of the Committee on Commerce, he played an important role in legislation dealing with aviation, transportation, consumer protection, and space age communications. His efforts as a ranking member of the Committee on Appropriations were concentrated in the areas of labor, health, education, and wel- fare, which he considered the most gratifying of his long career. His deep humanitarian concern is universally recognized. Near his hometown of Lebanon, the Norris Cotton Cancer Research Center stands as a permanent monument in his honor. This is one of the most important institutes of its kind in the world, attesting to Senator Cot- ton's astute leadership in the never-ending struggle against disease. Such acknowledgement by the Center and presentation to him of the Robert Frost Contemporary American Award in 1975, represent recognition of his outstanding characteristics as a man and public fig- ure, and reflects appreciation of his ethics and patriotism during a lifetime of dedicated service. COMMITTEE VIEWS By placing Norris Cotton's name on the new Federal Building in Manchester, New Hampshire, the Committee considers it an appro- priate tribute to his many patriotic and innovative contributions dur- ing his 28 years of public service. COST OF LEGISLATION Section 252 (a) (1) of the Legislative Reorganization Act of 1970 required publication in this report of the Committee's estimate of the cost of reported legislation, together with any estimates prepared by Federal agencies. There is no cost to the Federal Government as a result of this legislation. Accordingly, no Congressional Budget Office report is included herein. ROLLCALL VOTES Section 133 of the Legislative Reorganization Act of 1970 and the rules of the Committee on Public Works require that any rollcall votes be announced in this report. During the Committee's considera- tion of this bill, no rollcall votes were taken; the measure was unani- mously ordered reported. COST OF THE LEGISLATION In accordance with rule XIII(7) of the Rules of the House of Representatives, the following information is furnished. No additional costs to the United States would be incurred in car- rying out H.R. 14545, as reported, in the current fiscal year or in any of the 5 fiscal years following. COMPLIANCE WITH CLAUSE 2 (1) OF RULE XI OF THE RULES OF THE HOUSE OF REPRESENTATIVES (1) With reference to clause 2 (1) (3) (A) of rule XI of the Rules of the House of Representatives, no separate hearings were held on the subject matter of this legislation by the Subcommittee on Investi- gations and Review. (2) With respect to clause 2(1) (3) (B) of rule XI of the Rules of the House of Representatives the bill, as reported, does not provide new budget authority or increased tax expenditures. Accordingly, a state- ment pursuant to section 308 (a) of the Congressional Budget Act is not required. (3) With reference to clause 2 (1) (3) (C) of rule XI of the Rules of the House of Representatives, the committee has not received an estimate and comparison prepared by the Director of the Congres- sional Budget Office under section 403 of the Congressional Budget Act. (4) With reference to clause 2 (1) (3) (D) of rule XI of the Rules of the House of Representatives, the committee has not received a re- port from the Committee on Government operations pertaining to this subject matter. (5) With reference to clause 2 (1) (4) of rule XI of the Rules of the House of Representatives, H.R. 14545, as reported, will not affect prices and costs since it does not authorize additional funds.
