The enrolled bill would facilitate the admission of the
alien adopted son of a U.S. citizen into the United
States. At the time of his adoption, the beneficiary
was over the age of fourteen and therefore ineligible
to be classified as an immediate relative child.
Additional information is provided in OMB's enrolled
bill report at Tab A.

Discussion
The beneficiary is a 16-year-old Mexican boy who was
adopted in Mexico by a U.S. citizen on July 2, 1975.
Jacinto's indigent mother and four siblings reside in
Mexico; his father's whereabouts are unknown. Because
of her poverty and inability to properly care for him,
Mrs. Camacho had consented to his adoption. Jacinto was
admitted to the United States on a temporary visa and
resides in New Jersey with his adoptive father, Mr. Michael
Peter McAndrew. His visa has since expired, but deporta-
tion proceedings have not been instituted against him.
Because Jacinto was over the age of fourteen at his
adoption, he is ineligible to be classified as an
immediate relative child of his adoptive father. H.R. 7624
would declare Jacinto to be the child of Mr. McAndrew,
thereby waiving in his behalf the current law's age limit
regarding the adoption of alien orphans by U.S. citizens.

This would permit Mr. McAndrew to petition for the
immediate issuance of an immigrant visa to Jacinto,
and, thus, permit adjustment of his status to that
of permanent resident.

[To accompany H.R. 7624]
The Committee on the Judiciary, to whom was referred the bill
(H.R. 7624), for the relief of Jacinto Vazquez Camacho, having con-
sidered the same, report favorably thereon without amendment and
recommend that the bill do pass.
PURPOSE OF THE BILL
The purpose of this bill is to facilitate the admission into the United
States for permanent residence of the adopted son of a citizen of the
United States.
GENERAL INFORMATION
The beneficiary is a 16-year-old native and citizen of Mexico who
was adopted in that country by a citizen of the United States on
July 2, 1975. He was admitted to the United States as a visitor and
resides with his adoptive father in New Jersey.
The pertinent facts in this case are contained in a letter from the
Commissioner of Immigration and Naturalization, dated August 13,
1975, to the Chairman of the Committee on the Judiciary. That letter
and accompanying memorandum read as follows:

An Act
For the relief of Jacinto Vazquez Camacho.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled, That, in the adminis-
tration of the Immigration and Nationality Act, Jacinto Vazquez
Camacho may be classified as a child within the meaning of section 101
(b) (1) (F) of the Act and a petition filed in his behalf by Michael P.
McAndrew, a citizen of the United States, may be approved pursuant
to section 204 of the Act: Provided, That the natural parents or broth-
ers or sisters of the beneficiary shall not, by virtue of such relationship,
be accorded any right, privilege, or status under the Immigration and
Nationality Act.-
