We believe our best chance to sustain is in the Senate because the
Republican whip check in the House is very discouraging with 45 Yes,
47 No, 18 Undecided, and 20 no response.
Secretary Butz is calling Senators McClure, Scott of Pa., Brock and
Dole.
We recommend the President call Senators Brock, if the Blackbird Bill
is signed before 2 P.M. this would be a very good talking point;
Senators Curtis, Hruska and Stevens.
