Dear Mr. Patterson:
In response to your note of October 1, 1976, addressed to Allen Murray
concerning a letter dated July 14, 1976, from Mr. Edward Driving Hawk,
President, Rosebud Sioux Tribe, Rosebud, South Dakota (copy attached).

This Tribe is requesting a grant of $5 million for the purchase of land
and $3,006,000 for the purchase of outstanding Tribal Land Enterprise
Certificates. They are requesting this grant assistance in accordance
with the 1934 Indian Reorganization Act which is handled by the Depart-
ment of Interior. We suggest you contact the Department of Interior on
this matter.
The Famers Home Administration does not have grant authorities
for the purposes outlined above. We have, however, closed two FriHA
land acquisition loans to the Rosebud Sioux Tribe for $2,502,000. At
present the local county PmHA office serving the reservation is processing
the Tribe's application for an additional $3 million loan.
If we can be of further assistance in this matter, please let us know.

Subject: Rosebud Sioux request for $5 million, land
purchase; $3 million, TLE Certificates
On receipt of your October 14 note, we talked with our
Aberdeen Area people and find that there is no record
of receipt of the subject request from the Rosebud
Sioux. We believe they are referring to efforts in
obtaining a loan, rather than a grant. And, since BIA
grants under the Indian Financing Act cannot be made
for land purchases, it is doubtful that the application
would be made to our Bureau. However, if the Tribe is
referring to a loan, you were correct in sending their
request to the Farmers Home Administration. FmHA has
a program for making land purchase loans to tribes to
acquire land within their reservations.
In any event, the local BIA people at Rosebud (George
Keller, Superintendent), would be glad to help them
prepare the necessary applications in applying to FmHA
for a loan. You may want to suggest to them that they
follow this route to get the matter back on the track.
