Background:\n1.\nThe Interagency Task Force is meeting its operational role\nin regard to initial movement and care of refugees. To date\nover 100, 000 refugees have been received on Guam and over\n55,000 have been airlifted out to Camp Pendleton (26, 000),\nFort Chaffee (25,000), and Eglin Air Force Base. Over\n10,000 have departed those locations for new homes through-\nout the country.\n2.\nYou have decided to form an Advisory Committee on\nRefugees to complement the work of the Task Force,\nadvise on the orientation and resettlement of refugees\nand enlist the support of the private sector to assist in\nthe resettlement effort.\n- 2 -\n3.\nThe Advisory Committee will establish lines of\ncommunication with governmental agencies, voluntary\nagencies, the Vietnamese-American community and the\nAmerican public at large. Relating to resettlement,\nit will advise on health and environmental factors, inter-\nrelationship of government and volunteer roles, and\neducational and cultural adjustment. It will seek to\nfacilitate the process of obtaining private resources for\nresettlement efforts.\n4. John Eisenhower is the Chairman of this bipartisan,\n17 member committee which includes George Meany,\nGovernor Evans (will not be present), Mayor Alioto,\nMayor Ferre, Dr. Malcomb Todd, President of the\nAmerican Medical Association, and Bill Kuhfuss,\nPresident of the American Farm Bureau. (Full\nAdvisory Committee) TAB A.\n5. Congressional representatives will be present at the\nevent, TAB B. Welcome to the White House. I appreciate your coming to\nWashington on such short notice to participate in this ceremony.\n2. I have asked you to come because your involvement is important\nto the success of the project we are about to begin. Some of the Nation's\nfirst\nmost outstanding citizens have agreed to serve as members of this new\nAdvisory Committee on Refugees. And I am most grateful for your involve-\nment and your help.\n3. I want to recognize at this time the chairman of the committee --\nJohn Eisenhower -- and to say a special word of thanks to him. I know\nJohn will do an outstanding job, as he always does, and want to say how\ndeeply I appreciate his taking on this assignment.\n4. I Extremely am pleased to see George Meany here, whose eloquent plea\nstatements\nconcerning\neast Asian\nwere\nfor aid to the South /ietnamese refugees was timely and in the finest\nInsert 1\nAnd\nAmerican tradition. /I want to add a personal word of praise for Dean Brown\nInteragency\n2-\nand his associates on the Interdepartmental Task Force who have worked\nthese\nwith such diligence and skill in the initial relocation of the Vietnamese\nrefugees. The efforts of dedicated public servants like these who serve\nDenia\non this task force should be applauded by all Americans.\nI envision the\nAdvison Committee complement mg the fine work done by the Force.\n5. The task that lies before us now is even more demanding:\nWe must now bring these new arrivals into the mainstream of American\nlife. This is an endeavor that requires more than the government alone\ncan do. Accordingly, I have created this Advisory Committee, composed interling\noutstanding men and women from the private sector, to help us.\n6. Ladies and gentlemen, your mission is to open lines of\ncommunication for these refugees within the private sector locate or\nand of meet the unique\ncreate employment opportunities, to work on the special educationa needs\nof the many thousands of children who make up the largest portion of the\nrefugees.\n-3-\n7. Your job is to give our new friends guidance in the ways of\nAmerican life and to call communities to action in preparing for these new\narrivals. Through your churches, unions, businesses, professions,\nand institutions -- and your compassion -- I know you will make these\nnewcomers welcome in America.\nsoutherst\n8. The integration of our Victnamese friends into American society\nposes special, but certainly not insurmountable, problems. Their cultural\nbackground is different than that of most Americans. Integration will not\nbe easy. But it can and will be done. We should all remember that the\nAmerican culture is unique only because it represents the blending of so\nmany cultures.\n9. We are a Nation of immigrants. Our heritage is rich with\nthe contributions of many lands and many peoples. Our greatest strength\nis diversity. Our new countrymen will add to that strength and make\ntheir own contributions to American society.\n-4-\n10. There could be no more appropriate time than this year, as\nwe begin our Bicentennial celebration, to renew our old and valued tradition\nof welcoming strangers to our shores and offering them the same\nopportunities our immigrant forebears came here to claim.\n11. America is great because its people are great. I know Americans\nwill demonstrate again the compassion and the generosity which have\ncharacterized the people of this land for two hundred years. All these\nnew citizens want is a hand up -- not a hand out. I am sure my fellow\ncitizens will join us in reaching out to these new arrivals in our midst.\n12. We are a big country. The refugees are only a few. If there\nis room in the American heart for compassion -- and I know there is --\nthere is room enough in this great Nation for immigrants for a few more.\nAnd I wish the members of the committee much success.
