RE:
VARIABLES FOUND WITHIN CASE SUMMARIES WHICH CAN BE
UTILIZED FOR DEMOGRAPHIC ANALYSES IN THE FINAL REPORT
The purpose of this memo is to present a list of variables and values
which we propose to use in an analysis of who the applicants were to
PCB for the final report. There has long been misunderstanding in the
general public as to whom President Ford is granting clemency, and we
hope to present as accurate a picture of the individuals as possible.
Therefore, as you are all in special positions to know the material,
would you please review the attached pages with the following in mind.
1) The material base within the summaries is confined to a
special definition of legal relevancy, not the niceties we
would like.
2) Interns --- who have background in law, nor medicine or
psychiatry -- will be doing the coding of forms based on a
similar codebook; i.e., refined by your comments to change,
add, or delete.
3) The codebook cannot be so cumbersome as to confuse, and I
fear it is close to that now.
4) It is not, unfortunately, better to be overly, overinclusive.
There must be realistic limits to the proofs attempted.
5) How often does a particular variable become applicable; how
often is the value applicable?
I realize this is no small task, but your deliberate input is needed to
insure that the report is as clear and comprehensive as possible. May
I. ask you to have comments on my desk by C.O.B. Wednesday--or, better,
drop up and bend my ear.
