Sir:
I ask the Congress to consider an amendment to the
request for appropriations transmitted in the budget for
the fiscal year 1976 in the amount of $4,300,000 and for
the transition quarter July 1 to September 30, 1976, in
the amount of $1,500,000 for the Department of Health,
Education, and Welfare.
The details of this proposal are set forth in the
enclosed letter from the Director of the Office of
Management and Budget, with whose comments and observa-
tions I concur.

I have the honor to submit for your consideration
amendments to requests for appropriations transmitted in
the budget for the fiscal year 1976, involving an increase
in the amount of $4,300,000, and for the transition quarter
July 1, 1976, through September 30, 1976, an increase in
the amount of $1,500,000 for the Department of Health,
Education, and Welfare.
The details of these requests are contained in the
enclosure to this letter. I have carefully reviewed the
proposals for appropriations contained in the documents
and am satisfied that these requests are necessary at
this time. I recommend, therefore, that these proposals
be transmitted to the Congress.

These proposed amendments reflect the transfer of the
Rehabilitation Services Administration from the Social
and Rehabilitation Service to the Office of Human
Development as reported to the Congress on May 29, 1975,
by the Secretary of the Department of Health, Education,
and Welfare. In addition, they will provide an increase of
$4.3 million to the Department of Health, Education, and Welfare
for Federal administrative support to begin implementation
of the Social Services Amendments of 1974 (P.L. 93-647).
Public Law 93-647 provides: a program to encourage
States to locate absent parents and to require these
parents to support their children; revisions to social
services provisions; and placement of greater respon-
sibility on the States for establishing and carrying
out social services programs.
