NOTICE TO THE PRESS
The following information was made available by the White House Press
Office on Saturday, November 29, 1975:
1. The following bills have been signed by the President:
-- H.R. 8841 - Extend and amend the Federal Insecticide, Fungicide
and Rodenticide Act.
-- H. R. 10029 - Military Construction Appropriation Act, fiscal year
1976 - - which appropriates $3, 944, 114, 000 for military construction
activities in fiscal year 1976 and the transition quarter.
-- S. 1517 - Foreign Relations Authorization Act, Fiscal Year 1976.
-- H.R. 9472 - Tennessee Valley Authority bond increase. Provides
for an increase from $5 billion to $15 billion in additional borrowing
authority for the TVA; provides for annual instead of semi-annual
payments to the Treasury.
-- H.R. 2343 - George W. Andrews Forestry Sciences Laboratory,
which designated the new Forest Service Laboratory at Auburn
University, Auburn, Alabama.
-- S. 2195 - National Productivity and Quality of Working Life Act of
1975.
2. The following resignations have been accepted by the President:
-- Dale Parnell, as a member and Chairman of the National Advisory
Council on Equality of Educational Opportunity effective today.
-- Melvin L. Manfull as Ambassador to the Republic of Liberia, effective
upon a date to be determined.
-- William A. Stoltzfus, Jr., as Ambassador to the State of Kuwait. He
is retiring from the Foreign Service.
-- The President has acknowledged the retirement of Frederick W. Kaess,
as a United States District Judge for the Eastern District of Michigan.

-- The President acknowledged the retirement of Ted Dalton as United
States District Judge for the Western District of Virginia, effective
upon the appointment and qualification of a successor.
3. The appointment of Secretary of Interior, Thomas S. Kleppe to the
following three positions: Chairman of the Water Resources Council;
Member of the Delaware River Basin Commission to serve as the
Representative of the United States; Member of the Susquehanna River
Basin Compact to serve as the Representative of the United States.
4. Message to Congress for the Senate's Advice and Consent to ratify the
Agreement on the Conservation of Polar Bears, done at Oslo, Norway,
November 15, 1973.
5. Message to Congress for the Senate's Advice and Consent to ratify
the Protocol of Amendment to the Inter-American Treaty of Reciprocal
Assistance (Rio Treaty) signed at San Jose July 26, 1975.
6. Appointment of three persons as Representatives of the United States, to
participate as national correspondents in the U.N. program for the
Prevention of Crime and the Treatment of Offenders for terms expiring
December 31, 1980: Sylvia A. Bacon, of the District of Columbia;
Lee P. Brown, of Portland, Oregon; Bernard Carey, of Chicago, Illinois.
7. Supplemental budget request for the Commission on Supplies and
Shortages.
8. As delivered remarks of the President upon his departure for China.
9. Message to Congress returning without the President's approval of
H.R. 12, a bill to provide for the protection of foreign diplomatic
missions and to increase the size of the Executive Protective Service.
