Ford Presidential Library THE WHITE HOUSE WASHINGTON March 8, 1976 The Speaker of the House of Representatives Sir: I ask the Congress to consider proposed supplemental appropriations for the fiscal year 1976 in the amount of $1,000,000, for the transition quarter in the amount of $250,000, and an amendment to the request for appropriations transmitted in the budget for the fiscal year 1977 in the amount of $400,000 for the Arms Control and Disarmament Agency. The details of these proposals are set forth in the enclosed letter from the Director of the Office of Management and Budget. I concur in his comments and observations. For an additional amount for "Arms control and disarmament activities" for the period July 1, 1976, through September 30, 1976, $250,000. ARMS CONTROL AND DISARMAMENT AGENCY Budget 1977 1977 1977 appendix budget proposed revised page Heading request amendment request 700 Arms control and disarmament activities $11,800,000 $400,000 $12,200,000 The supplemental appropriations are required to support the extended negotiations of the Strategic Arms Limitation Talks with the Soviet Union and to undertake certain activities and studies required by the recently enacted amendments to the Arms Control and Disarmament Act. 2 The budget amendment provides for continuation of these latter activities and studies in 1977. I have carefully reviewed these budget requests and I am satisfied that they are necessary at this time. I recommend, therefore, that these proposals be transmitted to the Congress.
