NOTICE TO THE PRESS
The President has signed H.R. 3427--the Charles Carroll Medals
bill which authorized the striking of national medals in'
commemoration of the two hundredth anniversary of the signing
of the Declaration of Independence by Charles Carroll.

The President has transmitted an amendment to the request for
appropriations for FY '77 in the amount of $1,800,000 for the
Department of Health, Education and Welfare, for the continuation
of the ethnic heritage program.

The President has signed a proclamation which designates the
week beginning April 4 as National Rural Health Week.
