I ask the Congress to consider, for the Department
of Defense--Military, amendments to the 1977 appropria-
tions requested in the 1977 budget in the amount of
$1,174,000,000.
The details of these proposals are set forth in
the enclosed letter from the Director of the Office of
Management and Budget. I concur with his comments and
observations.

I have the honor to submit for your consideration,
for the Department of Defense--Military, proposed amend-
ments to 1977 appropriations requested in the 1977 budget
in the amount of $1,174,000,000. The details of these
requests are contained in the enclosure to this letter.
I have carefully reviewed the proposals for appro-
priations contained in this document and am satisfied that
these requests are necessary at this time. I recommend,
therefore, that these proposals be transmitted to the
Congress.

These proposed amendments will provide for advance pro-
curement of nuclear components for an additional nuclear
powered aircraft carrier, four additional guided missile
frigates, and an additional fleet oiler. They will also fund
accelerated development of vertical/short takeoff and landing
aircraft, and other weaponry leading to future alternatives
to large deck aircraft carriers.
