C. 20503\nSir:\nAt the direction of the Senate Committee on Appropriations, I am transmitting, herewith,\nin quintuplicate, estimates of appropriations for the fiscal year 1977, totaling\n$39,000,000, for the Legislative Branch, Architect of the Capitol, in the form of\namendments to the Budget for said year, as follows:\nARCHITECT OF THE CAPITOL\nBudget\nAppendix\nRequest\nProposed\nRevised\nPage\nHeading\nPending\nAmendment\nRequest\n22\nSenate Office Buildings\n$10,465,900\n$ 3,000,000\n$13,465,900\n23\nAcquisition of Property in Square\n0\n35,500,000\n35,500,000\n630 in the District of Columbia\n(After the item \"Senate Office\nBuildings\" and before the item\n\"Construction of an Extension\nto the New Senate Office\nBuilding\", insert the above\nheading and the following\nlanguage):\nTo authorize and enable the\nArchitect of the Capitol, under\nthe direction of the Senate\nOffice Building Commission, to\nacquire on behalf of the United\nStates, as an addition to the\nUnited States Senate Office\nBuildings Complex and United\nStates Capitol Grounds, by\npurchase, condemnation, transfer,\n- 3 -\nARCHITECT OF THE CAPITOL\nBudget\nAppendix\nRequest\nProposed\nRevised\nPage\nHeading\nPending\nAmendment\nRequest\nadvantageous to the United\nStates and to incur any\nnecessary expenses required\nfor occupancy of the building\ncontained on such Lot,\nwhether occupied by the United\nStates Senate in whole or part,\nor by others through lease\nagreement: Provided further,\nThat, notwithstanding any\nother provision of law, any\nsums received from such lease\nagreements shall be credited\nas an addition to appropriations\nfor the \"Senate Office Buildings\":\nProvided further, That the\nArchitect of the Capitol, under\nthe direction of the Senate Office\nBuilding Commission, is authorized\nto enter into such contracts,\nincur such obligations, and make\nsuch expenditures, including\nexpenditures for personal and\nother services, and, if required,\nany expenditures authorized by\nPublic Law 91-646, approved\nJanuary 2, 1971 (84 Stat. 1894-1907)\napplicable to the Architect of the\nCapitol, as may be necessary to\ncarry out the provisions of this\nparagraph; $35,500,000, to remain\navailable until expended: Provided\nfurther, That, upon occupancy by\nthe United States Senate of the\nproperty, herein authorized to be\nacquired, the building contained on\nthe aforesaid Lot 71 shall be deemed\nto be a part of the \"Senate Office\nBuildings\" and the grounds\ncomprising such Lot (together with\nany areas contained within the\ncurblines abutting such Lot closed\nand vacated pursuant to this\nparagraph) shall be deemed to be a\n- 2 -\nARCHITECT OF THE CAPITOL\nBudget\nAppendix\nRequest\nProposed\nRevised\nPage\nHeading\nPending\nAmendment\nRequest\nor otherwise, all publicly or\nprivately owned real property\ncontained in Lot 71 -in Square\n630 in the District of Columbia,\nas such Square appears on the\nrecords in the office of the\nsurveyor of the District of\nColumbia.as of the date. of the\napproval of this Act: Provided,\nThat, upon acquisition of any\nreal property under this\nparagraph, the jurisdiction of\nthe Capitol Police shall extend\nover such property, including\nthe improvements thereon:\nProvided further, That any\nproceeding for condemnation\nbrought under this paragraph\nshall be conducted in accordance\nwith the Act of December 23,\n1963 (16 D.C. Code, secs. 1351-\n1368): Provided further, That,\nnotwithstanding any other\nprovision of law, any parts of\nstreets contained within the\ncurblines abutting such Lot.\nshall, upon request of the\nArchitect of the Capitol, with\nthe approval of the Senate\nOffice Building Commission, be\nclosed and vacated by the Mayor\nof the District of Columbia:\nProvided further, That, upon\nacquisition of any real property\npursuant to this paragraph, the\nArchitect of the Capitol, when\ndirected by the Senate Office.\nBuilding Commission to so act,\nis authorized to lease any part\nof such property not required\nfor immediate occupancy by the\nUnited States Senate for such\nperiods and under such terms and\nconditions as he may deem most\n- 4 -\nARCHITECT OF THE CAPITOL\nBudget\nAppendix\nRequest\nProposed\nRevised\nPage\nHeading\nPending\nAmendment\nRequest\npart of the \"United States\nCapitol Grounds\" and, as such,\nshall be subject to the laws,\nrules, and regulations\napplicable to those buildings\nand the United States Capitol\nGrounds.\n24\nCapitol Power Plant\n$11,172,000\n$ 500,000\n$11,672,000\nSincerely yours,\nJurye M.
