THE WHITE HOUSE
The President today announced the appointment of Donald R. Norland, of
Mason City Iowa, as Ambassador. to the Republic of Botswana, the Kingdom
of Lesotho, and the Kingdom of Swaziland. This is a recess appointment.
Born on June 14, 1924, in Laurens, Iowa, Mr. Norland attended the University
of Minnestoa where he received his B.A. and M.A. degrees. He joined
the Foreign Service in 1952 and has been Deputy Director for Management
Operations at the Department of State since 1975.
Mr. Norland and his wife, the former Patricia Bamman have three children and
reside in Bethesda, Maryland.
The President today announced the appointment of Lowell Bruce Laingen, of
Butterfield, Minnesota, to be Ambassador to the Republic of Malta. This is
a recess appointment.
Born on August 6, 1922, in Odin Township, Minnesota, Mr. Laingen received
his B.A. degree in 1943 from St. Olaf College and his M.A. degree from the
University of Minnesota in 1949. He joined the Department of State in 1949
as a Foreign Affairs Analyst and has been Deputy Assistant Secretary of
State in the Bureau of European Affairs since 1975.
Mr. Laingen and his wife, the former Penelope Babcock, have three children
and reside in Bethesda, Maryland.
The President today announced the appointment of James M. Wilson, Jr., of
Bethesda, Maryland, as Coordinator for Human Rights and Humanitarian Affairs.
This is a recess appointment.
Born on July 8, 1918, in China, of American parents, Mr. Wilson received his
B.A. degree from Swarthmore College and his M.A. degree in 1940 from Fletcher
School of Law and Diplomacy. He served with the Department of Defense begin-
ning in 1953 and has been Coordinator for Humanitarian Affairs at the State
Department.
Mr. Wilson and his wife, the former Joan Rathvon have five children.
