Kissinger: It is not right that the whole issue of the World Food Conference resolved around the food aid question. There is the whole issue of the organizational arrangements for handling the basic problem. We are with respect to the world like Truman was with Europe after the War. There is a huge gap of leadership. Someone must fill it or there will be chaos. It will be filled, and this is your historic opportunity. NSC GUIDELINES 3/10/04 These organizations are not really needed -- there is another way to do it -- but there was too with the Marshall Plan. But these give something around which to mobilize attention. There is no way to solve the food problem now. I think this makes it easier for us to keep the defense budget up. President: I agree. If they don't do it, we have something to attack them.
