PLACE:
The Oval Office
Rumsfeld: Economics. The catostrophic concerns of a year ago haven't
been realized. You said "steady as she goes. 11 I think we should take
advantage of it and get you the credit.
The President: I agree. We will start this weekend in New Hampshire.
Rumsfeld: I will be testifying this week in the House and Senate Appro-
priations Committees. I think I should say that our policy is sufficiency
-- we have a defense second to none. If we don't reverse the spending
trend, we will in fact be changing the policy and giving up sufficiency.
The President: Did you see the Library of Congress report that was
given to Culver? We should get it. For Culver to make that public
Rumsfeld: I think we can split the Democrats and turn this around.
The President: How about a chart showing what the $5-7 billion cuts
have done and will do to the trend lines?
