Dear Mr. President:
Thank you for your letter of October 9 in which you share
your thoughts on the circumstances leading to the current
situation within the International Labor Organization and
express your concerns over the possibility of United
States withdrawal from the ILO.
I fully share your concern for the work and future of
the ILO, in which the United States has actively parti-
cipated since 1934. In our view, there has arisen
within the ILO a tendency to lose sight of the basic
aims and objectives of the Organization. Among other
things, there has been insufficient respect for those
fundamental human rights central to the Organization's
concerns and responsibilities. Efforts at redirecting the
ILO to its original purposes too frequently have been
unavailing. Therefore, after careful consideration of all
elements of the situation within the ILO, including the
points raised in your letter, we regretfully concluded it
was necessary to send to the Director General of the
ILO Notice of Intent to Withdraw.
The submission of Notice of Intent to Withdraw does not
mean that the United States has decided irrevocably to
leave the ILO. It is our hope the problems which led
to sending this notice can be resolved and United States
membership in the ILO can be maintained. We will try,

work constructively within the Organization in pursuit of
its basic objectives and principles.

Correspondence with Leopold Sedar Senghor,
President of Senegal, Concerning the
International Labor Organization (ILO)
President Leopold Sedar Senghor of Senegal wrote you October 9
asking for continued United States support of the International Labor
Organization (Tab B). Despite the admission of the Palestinian
Liberation Organization to the Conference as an observer, President
Senghor explains that the support granted to the PLO by Third World
countries is not a sign of hostility toward the United States, but a
reflection of the concern for the suffering of the Palestinians over a
long period of colonial domination. President Senghor requests that
the United States, "as the champion of freedom," refrain from
withdrawing from the ILO.
As you know, the United States on November 6 informed the ILO of
its intent to withdraw (Tab C). Therefore, and in view of our close
relations with Senegal, I recommend that you reply to President
Senghor's letter with an explanation that our submission of a notice
of intent to withdraw was made, only after careful consideration,
because of the tendency we have seen of the ILO to lose sight of the
basic aims and objectives of the Organization. In addition, I suggest
that you note that our submission of a notice of intent to withdraw
does not mean that we have decided irrevocably to leave the ILO,
but that rather we hope to work with others for an ILO that pursues
constructively its basic objectives and principles. I have attached a
suggested letter (Tab A) including these points. Paul Theis' office
has cleared the text of the proposed letter.

Mr. President:
The difficult situation which the ILO has experienced in recent years
leads me, after the incidents of the past session, to request utmost
understanding of your Government.
If the position taken by your representative at that session, following
the admission of the PLO to the Conference as observer, were to be put into
practice, the ILO would be placed in financial difficulties which could
surely seriously jeopardize its future activities.
I perfectly understand your Government's attitude. I can assure you,
however, that the support granted to the PLO by the Third World countries
is in no sense a sign of hostility towards your country. In fact, among the
very ones who voted in favor of the amendments to the regulations were many
friends of the United States, including Senegal. It is in good faith that
those friends supported the PLO because most of them, over decades and even
centuries, as in the case of my country, suffered under the weight of colonial
domination. Some are still healing their wounds today.

This recent past with its painful memories naturally directs their
sympathy towards the PLO which, too, is seeking to regain the freedom of
its people. Once again, this position based on sentiment in no way affects
the responsible attitude which these countries maintain with respect to
the Arab-Israeli conflict. While recognizing the right of the Palestinians
to have a homeland and the right of Egypt and Syria to recover their occupied
territories, they remain firmly in favor of the continued existence of Israel,
as I recently reaffirmed publicly in Algiers.
I remain personally convinced, and many of my counterparts think as I do,
that only a fruitful dialogue between Israel and the PLO will be capable of
preserving a lasting peace. No real peace could be possible unless the conflict
were settled in a manner that would safeguard the legitimate interests of
each of the parties.
Since your country is generally considered as the champion of freedom, in
that capacity you have a duty towards mankind. Your country's withdrawal from
the ILO, following these incidents which some term "minor," would be misunder-
stood and could be a source of great disappointment among your friends. The
ILO would inevitably be deprived of the resources that enable it to fulfill its
mission.
The work of the ILO is of prime importance to the developing countries
and to the entire world of labor. The assistance the ILO gives them is indeed
essential to the attainment of social justice which their people so greatly
need.

It is in view of all the preceding considerations that I request your
Government and the Congress to refrain from withdrawing your prestigious
country from the ILO. It has a leading role to play in the organization which,
since its creation, has succeeded in weathering all storms. The world political
situation is at the root of the crisis currently shaking the ILO, but I am
certain that it will soon regain its serenity.
In thanking you for your attention to my letter, I ask you to accept,
Mr. President, the assurances of my very high consideration.

à l'O. L. P. par les pays du Tiers Monde n'est point une marque d'hosti-

les Etats-Unis comptent de nombreux amis, dont le Sénégal. C'est de
bonne foi que ces derniers ont soutenu 1'O.L.P., car la plupart ont
subi, pendant des décennies, voire des siècles, comme c'est le cas de
mon pays, le poids de la domination coloniale. Certains pansent encore
aujourd'hui leurs blessures.
Ce passé tout récent, aux souvenirs douloureux,
oriente naturellement leur sympathie vers 1'O. L.P., qui, elle aussi,
cherche à recouvrer la liberté de son peuple. Cette position sentimen-
tale n'affecte, encore une fois, en rien l'attitude responsable qu'ils
gardent vis-à-vis du conflit israélo-arabe. En reconnaissant aux Pales-
tiniens le droit d'avoir une patrie, à l'Egypte et à la Syrie le droit de
récupérer leurs territoires occupés, ils demeurent fermes pour mainte-
nir l'existence d'Israël, comme je viens de le réaffirmer publiquement
à Alger.
Je reste personnellement convaincu, et nombreux
sont ceux de mes pairs qui pensent comme moi, que seul un dialogue
fructueux entre Israel et l'O. L.P. sera en mesure de préserver une
paix durable. Il ne pourrait y avoir de paix réelle si le conflit n'était pas
réglé dans le sens de la sauvegarde des intérêts légitimes de chacune
des parties.
Votre pays étant généralement considéré comme le
champion de la liberté, Vous avez, à ce titre, un devoir envers l'huma-
nité. Son retrait de 1'O.I.T., à la suite de ces incidents, que d'aucuns
qualifient de "mineurs", serait mal compris et pourrait créer une
grande déception parmi Vos amis. L'Organisation serait immanquable-
ment privée des ressources qui lui permettent de remplir sa mission.

L'action de 1'O.I.T. revêt, pour les pays en développe-
ment et l'ensemble du monde du travail, une importance capitale. L'assis-
tance qu'elle leur apporte est, en effet, indispensable à la réalisation de la
justice sociale dont leurs populations ont un si grand besoin.
C'est compte tenu de tout ce qui précède que je demande
à Votre Gouvernement et au Congrès de renoncer au retrait de Votre presti-
gieux pays de 1'O.I.T. Il a un rôle de première importance à jouer au sein
de cette Organisation, qui, depuis sa création, a su survivre à toutes les
tempêtes. La conjoncture politique mondiale est à la base de la crise qui
la secoue actuellement, mais je suis sûr qu'elle retrouvera bientôt sa
sérénité.
En Vous remerciant de l'accueil que Vous aurez réservé
à ma lettre, je Vous prie d'agréer, Monsieur le Président, les assurances
de ma très haute considération.

DEAR MR. DIRECTOR GENERAL:
THIS LETTER CONSTITUTES NOTICE OF ThE INTENTION OF THE
UNITED STATES TO WITHDRAW FROM THE INTERNATIONAL LABOR
ORGANIZATION. IT IS TRANSMITTED PURSUANT TO ARTICLE 1,
PARAGRAPH 5, OF THE CONSTITUTION OF THE ORGANIZATION,
WHICH PROVIDES THAT A MEMBER MAY WITHDRAW PROVIDED THAT A
NOTICE OF INTENTION TO WITHDRAW HAS BEEN GIVEN TWO YEARS
EARLIER TO THE DIRECTOR GENERAL AND SUBJECT TO THE MEMBER
HAVING AT THAT TIME FULFILLED ALL FINANCIAL OBLIGATIONS
ARISING BUT OF ITS MEMBERSHIP.
RATHER THAN EXPRESS REGRET AT THIS ACTION, I WOULD PREFER
TO EXPRESS CONFIDENCE IN WHAT WILL BE ITS ULTIMATE OUTCOME.
THE UNITED STATES DOES NOT DESIRE TO LEAVE THE ILO. THE
UNITED STATES DOES NOT EXPECT TO 00 SO, BUT WE DD INTEND

ORDINARY DEVELOPMENTS COULD EVER HAVE BROUGHT US TO THIS
POINT. THE AMERICAN LABOR MOVEMENT BACK INTO THE 19TH
CENTURY WAS ASSOCIATED WITH THE INTERNATIONAL MOVEMENT
TO ESTABLISH A WORLD ORGANIZATION WHICH WOULD ADVANCE THE

INTERESTS OF WORKERS THROUGH COLLECTIVE BARGAINING AND
SOCIAL LEGISLATION. SAMUEL GOMPERS, PRESIDENT OF THE
AMERICAN FEDERATION OF LABOR, WAS CHAIRMAN OF THE COMMIS-
SION WHICH DRAFTED THE ILO CONSTTTUTION AT THE PARTS PEACE
CONFERENCE. THE FIRST MEETING UF THE INTERNATIONAL LABOR
CONFERENCE TOOK PLACE IN WASHINGTON, THAT SAME YEAR. IN
1934 THE UNITED STATES JOINED THE ILO, THE FIRST AND ONLY
OF THE LEAGUE OF NATIONS ORGANIZATIONS WHICH IT DID JOIN.
THE DECLARATION OF PHILADELPHIA IN 1944 REAFFIRMED THE
ORGANIZATIONS FUNDAMENTAL PRINCIPLES AND REFORMULATED ITS
AIMS AND OBJECTIVES IN ORDER TO GUIDE ITS ROLE IN ThE
POSTWAR PERIOD. TWO AMERICANS HAVE SERVED WITH DISTINC-
TION AS DIRECTORS-GENERAL: MANY AMERICANS HAVE CONTRIBU-
TED TO THE WORK CF THE ORANIZATION. MOST PARTICULARLY,
THE ILO HAS BEEN THE OBJECT OF SUSTAINED ATTENTION AND
SUPPORT BY THREE GENERATIONS OF REPRESENTATIVES OF
AMERICAN WORKERS AND AMERICAN EMPLOYERS.
IN RECENT YEARS, SUPPORT HAS GIVEN WAY TO INCREASING CON-
CERN I WOULD EMPHASIZE THAT THIS CONCERN HAS BEEN
MOST INTENSE ON THE PART OF PRECISELY THOSE GROUPS WHICH
WOULD GENERALLY BE REGARDED IN THE UNITED STATES AS THE
MOST PROGRESSIVE AND FORWARD-LOOKING IN MATTERS OF SOCIAL
POLICY. IT HAS BEEN PRECISELY THOSE GROUPS MOST DESIROUS
THAT THE UNITED STATES AND OTHER NATIONS SHOULD MOVE
FORWARD IN SOCIAL MATTERS, WHICH HAVE BEEN MOST CONCERNED
THAT THE ILC - INCREDIBLE AS IT MAY SEEM -- HAS BEEN FALL-
ING BACK. WITH NO PRETENSE TO COMPREHENSIVENESS, I SHOULD
LIKE TO PRESENT FOUR MATTERS OF FUNDAMENTAL CONCERN.
1. BEGIN UNDERLINE THE EROSION OF TRIPARTITE REPRESENTA-
TION, END UNDERLINE
THE IL0 EXISTS AS AN ORGANIZATION IN WHICH REPRESENTATIVES
OF WORKERS, EMPLOYERS, AND GOVERNMENTS MAY COME TOGETHER
TO FURTHER MUTUAL INTERESTS. THE CONSTITUTION OF ThE ILO
IS PREDICATED ON THE EXISTENCE WITHIN MEMBER STATES OF
RELATIVELY INDEPENDENT AND REASONABLY SELE-DEFINED AND
SELF-DIRECTED WORKER AND EMPLOYER GROUPS. THE UNITED
STATES FULLY RECOGNIZES THAT THESE ASSUMPTIONS, WHICH MAY
HAVE BEEN WARRANTED CN THE PART OF THE WESTERN DEMOCRACIES

STATES TO INSIST THAT AS A CONDITION OF PARTICIPATING
IN THE ILO WE SHOULD GIVE UP OUR LIBERTIES SIMPLY BECAUSE
THEY HAVE ANOTHER POLITICAL SYSTEM. WE WILL NOT. SOME
ACCOMMODATION WILL HAVE TO BE FOUND, AND SOME SURELY CAN
BE FOUND. BUT IF NONE IS, THE UNITED STATES WILL NOT
SUBMIT PASSIVELY 10 WHAT SOME, MISTAKENLY, MAY SUPPOSE TO
BE THE MARCH OF HISTORY. IN PARTICULAR, WE CANNOT ACCEPT
THE WORKERS' AND EMPLOYERS' GROUPS IN THE ILO FALLING
UNDER. THE DOMINATION OF GOVERNMENTS.

THE ILO CONFERENCE FOR SOME YEARS NOW HAS SHOWN AN APPAL-
LINGLY SELECTIVE CONCERN IN THE APPLICATION OF THE ILO'S
BASIC CONVENTIONS ON FREEDOM OF ASSICIATION AND FORCED
LABOR. IT PURSUES THE VIOLATION OF HUMAN RIGHTS 1N
SOME MENBER STATES. IT GRANTS IMMUNITY FROM SUCH CITA-
TIONS TO OTHERS. THIS SERIOUSLY UNDERMINES THE CREDI-
BILITY OF THE ILO'S SUPPORT OF FREEDOM OF ASSOCIATION,
WHICH IS CENTRAL TO ITS TRIPARTITE STRUCTURE, AND STRENG-
THENS TrF PROPOSITION THAT THESE HUMAN RIGHTS ARE NOT
UNIVERSALLY APPLICABLE, BUT RATHER ARE SUBJECT TO DIF-
FERENT INTERPRETATIONS FOR STATES WITH DIFFERENT POLI-
TICAL SYSTEMS.

THE ILO ONCE HAD AN ENVIABLE RECORD OF OBJECTIVITY

STATES. THE CONSTITUTION OF THE ILO PROVIDES FOR PRO-
CEDURES TC HANDLE REPRESENTATIONS AND COMPLAINTS THAT
A MEMBER STATE IS NOT OBSERVING A CONVENTION WHICH IT
HAS RATIFIED. FURTHER, IT WAS THE ILO WHICH FIRST ESTA-
BLISHED FACT-FINDING AND CONCILIATION MACHINERY TO RES-

IN RECENT YEARS, HOWEVER, SESSIONS OF THE ILO CONFERENCE
INCREASINGLY HAVE ADOPTED RESOLUTIONS CONDEMNING PARTI-
CULAR MEMBER STATES WHICH HAPPEN TO BE THE POLITICAL TAR-
GET OF THE MOMENT, IN UTTER DISREGARD OF THE ESTABLISHED
PROCEDURES AND MACHINERY. THIS TREND IS ACCELERATING,
AND IT IS GRAVELY DAMAGING THE ILO AND ITS CAPACITY TO
PURSUE ITS OBJECTIVES IV THE HUMAN RIGHTS FIELD.
4. BEGIN UNDERLINE THE INCREASING POLITICIZATION OF THE
ORGANIZATION END UNDERLINE
IN RECENT YEARS THE ILO HAS BECOME INCREASINGLY AND EX-
CESSIVELY INVOLVED IN POLITICAL ISSUES WHICH ARE QUITE
BEYOND THE COMPETENCE AND MANDATE OF THE ORGANIZATION.
THE ILO DOES HAVE A LEGITIMATE AND NECESSARY INTEREST IN
CERTAIN ISSUES WITH POLITICAL RAMIFICATIONS. IT HAS
MAJOR RESPONSIBILITY, FOR EXAMPLE, FOR INTERNATIONAL
ACTION TO PROMOTE AND PROTECT FUNDAMENTAL HUMAN RIGHTS,
PARTICULARLY IN RESPECT OF FREEDOM OF ASSOCIATION,
TRADE UNION RIGHTS AND THE ABOLITION OF FORCED LABOR,
BUT INTERNATIONAL POLITICS IS NUT THE MAIN BUSINESS OF
THE ILO. QUESTIONS INVOLVING RELATIONS BETWEEN STATES
AND PROCLAMATIONS OF ECONOMIC PRINCIPLES SHOULD BE LEFT
TO THE UNITED NATIONS AND OTHER INTERNATIONAL AGENCIES

THE WHITE HOUSE
Subject: Withdrawal of the United States from
the International Labor Organization (ILO)
In response to your request of November 4,
1975 (NSC log number 7507124), we are submitting
the attached letter, with translation, to the
President from Leopold Sedar Senghor, President of
the Republic of Senegal. President Senghor requests
that the President and Congress refrain from
withdrawing the United States from the ILO.
The question of continuing United States
participation in the ILO has been under discussion
at the Departments of State and Labor and at the
Cabinet level. In cases of withdrawal, the ILO
Constitution calls for a Letter of Intent to
Withdraw to be sent to the Director General of the
Organization. Actual withdrawal may take effect
two years after the date the letter is received by
the Director General. No public statement has yet
been made as to a U.S. decision in this regard.
However, initial steps to implement this procedure
are under way. The text of a Letter of Intent to
Withdraw is currently being drafted by the Depart-
ments of State and Labor. We and Labor now expect
the Letter of Intent will be conveyed to the ILO
on Thursday, November 6.

In the attached letter to President Ford, Sene-
galese President Senghor requests United States
participation in the December 1976 Second Dakar
International Fair.
Our Ambassador in Dakar has orally acknowledged
to President Senghor receipt of his letter.
The United States does plan to participate
in the Second Dakar Fair. Senghor will be informed
of this decision and handed the President's letter
by Secretary Kissinger during the Secretary's May
visit to Senegal.

to appreciate the significance and quality of your country's partici-
pation in the success of the first Dakar International Fair.
In addition to being an outstanding example of our mutual wish to
work together for a harmonious development of our respective economies,
thanks to the establishment of a dynamic flow of commercial exchanges
between our two countries, your country's participation in this major
event at Dakar offered us a new opportunity to measure the brotherly
and friendly cooperation which has bound us for many years.
For this reason, I take pleasure in informing you that the Inter-
national Trade Center of Dakar intends to organize, for December 3-12,
1976, the second event of this type on the theme: "Raw Materials, Third
World Products, and Capital Equipment."

With Secretary Kissinger about to depart for his trip
to Africa, I would like to thank you for your thoughtful
letter on Angola delivered by Ambassador Coulbary
and tell you how much I valued your counsel during
that difficult period. I had an excellent discussion with
your Ambassador and with Zairian Commissioner for
Foreign Affairs Nguza on several issues of mutual
interest and am pleased that you and Secretary Kissinger
will continue this dialogue in person during his visit.
I appreciated your invitation for United States partici-
pation in the Second Dakar International Fair and your
positive comments on our participation in the first
Fair. I take pleasure in informing you that the United
States does plan to take part in the second Fair.
I regret the turn of events in Angola. The United States
has no objection in principle to the MPLA. I am
concerned, nevertheless, about the heavy reliance of
the MPLA on foreign communist military forces and
its apparent unwillingness to broaden its narrow political
base. My Government will continue to oppose Cuban
and Soviet interference while standing for majority rule
in Africa. The course of events is still uncertain in
Central and Southern Africa, and I hope that I will
continue to have the benefit of your thoughts in the
coming months.

I am most gratified that Secretary Kissinger will have the
opportunity to examine with you personally the issues of
mutual concern to our countries. He comes to Senegal
with my personal encouragement to look carefully at what
needs to be done to assist you in your efforts to promote
peace, security, and development in Africa.

Dear Mr. President:
Thank you for your invitation for the United States
Government to attend the Second Conference for Development
of the Senegal River, which is to be held at Dakar June 14-
15. I am pleased to respond that my Government will be
represented at the meeting.
As Secretary Kissinger stated in Dakar, the United
States recognizes the need for an international effort to
attack the Sahel's development problems. We have been
encouraged by the outcome of the first meeting of the Club
des Amis du Sahel and believe that you deserve much of the
credit for this success. We view our present participation
in the activities of the OMVS within this larger Sahel
context and believe that the experience gained in working
together on the development of the Senegal River Basin will
be relevant to the larger task of Sahel development.

Mr. President:
The Second Conference on Sources of Financing for Projects of the
Organization for the Development of the Senegal River (OMVS), origin-
ally planned for October 16 and 17, 1975, had to be postponed for
various reasons which I mentioned in my letter of October 2.
Since all the conditions have now been fulfilled, this Conference
will take place at Dakar on June 14 and 15, 1976. The Office of the
High Commissioner of the OMVS will meet with representatives of coop-
erating governments and agencies to which we wish to offer the oppor-
tunity to assess the progress of our projects and whose assistance we
wish to elicit in securing the additional financing necessary to cover
the entire regional infrastructure program which was presented at
Nouakchott in July 1974.

The success of the First Conference and the extremely encouraging
results of the ensuing bilateral consultations between the OMVS and
various sources of financing lead us to believe that the Dakar meeting
will confirm the surge of international solidarity which bolsters the
efforts of the Governments of Mali, Mauritania, and Senegal on behalf
of this major subregional development project which is already setting
a positive example.
Aware of the great interest which the United States has always shown
in our undertaking, I take pleasure in transmitting to Your Excellency
this invitation for your Government to attend the Dakar Conference.
The working documents concerning this meeting will be delivered at
the earliest opportunity to the United States Embassy at Dakar for trans-
mittal to Your Excellency's Government.

La deuxième Conférence des sources de financement des
projets de l'Organisation pour la mise en valeur du fleuve Sénégal
qui avait été initialement fixée aux 16 et 17 Octobre 1975 a dû
être reportée pour diverses raisons que j'ai eu l'occasion de vous
exposer dans ma lettre du 2 Octobre.
Toutes les conditions étant à présent réunies, cette
Conférence aura lieu à Dakar les 14 et 15 Juin 1976. Il s'agira d'une
rencontre entre le Haut-Commissariat de 1'OMVS et les représentants
des Gouvernements et Organismes coopérants auxquels nous voulons offrir
l'occasion d'apprécier l'état d'avancement de nos projets, et de nous
aider à trouver le complément de financement nécessaire à la couverture
de l'ensemble du programme d'infrastructure régionale qui avait été
présenté à Nouakchott en Juillet 1974.

Le succès de la première conférence et les résultats
extrêmement encourageants des consultations bilatérales qui ont suivi,
entre 1'OMVS et diverses sources de financement nous autorisent à
croire que la réunion de Dakar confirmera l'élan de solidarité inter-

major policy initiatives announced during that
visit. We have already introduced legislation in
the Congress and are taking other actions to give
effect to our new African initiatives.
Let me assure you that I attach great importance
to the success of the North-South dialogue as we
seek to improve the economic prospects of the
developing nations. I appreciate and share your
belief that issues of common concern, including
efforts to stabilize market conditions of inter-
nationally traded commodities, should be discussed
on a timely basis.

for the pledge of assistance to the Sahel which Secretary Kissinger
communicated during his visit to Senegal. In addition, Senghor
emphasized the importance he attached to the outcome of the
UNCTAD IV session; in this context he expressed his desire that
more be done to ensure positive results in the North-South dialogue,
especially in the stabilization of the prices of raw material exported
by developing nations.
The suggested reply at Tab A, which was held in order to take into
account the results of the UNCTAD conference, reassures President
Senghor of your determination to improve our relations with the
African states and your recognition of the importance of stabilization
of market conditions of internationally traded commodities.
CEA concurs in the proposed reply.

Mr. President:
Thank you for the two letters you sent me on the eve of Dr. Kissinger's
departure for Africa.
As he will have told you, we held talks which I consider very fruitful
for Africa and, therefore, for the maintenance of peace in the world. Among
other things, he assured me that there would not be another Angola. That
was the essential thing. Moreover, in his reply to the toast by Assane
Seck, the Senegalese Foreign Minister, Dr. Kissinger spoke of the United
States' determination to increase its aid to the nations of the Sahel and
Sudan regions in order to enable them to contain the encroachment of the
desert and even roll it back. I wanted to thank you for all of that, while
at the same time reiterating our strong desire for sincere cooperation with
the United States.
I wish to take this opportunity to tell you how much importance we
attach to the current UNCTAD session and the Paris conference. Dr. Kissinger
was not negative in Nairobi, but he: did not bring us everything we had ex-

pected of the United States. Indeed, as you know, the maintenance and
strengthening of peace in the world will be ensured only if the dialogue
between developed and developing States produces positive results. We
are not asking for miracles it is simply that if the prices of raw
materials exported by developing countries are not stabilized (and that
is a minimum), the Third World countries, that is, 70% of the human race,
will be doomed to despair.
With my thanks for your attention to this letter, accept, Mr. President,
the assurance of my very high consideration.

Comme il Vous l'aura dit, nous avons eu des
entretiens que je juge très fructueux pour l'Afrique et,
partant, pour le maintien de la paix dans le monde. Il m'a,
entre autres, donné l'assurance qu'il n'y aurait pas de se-
conde Angola. C'était l'essentiel.

comme Vous le savez, le maintien et la consolidation de la
paix dans le monde ne seront obtenus que si le dialogue en-
tre les Etats développés et les Etats en développement abou-
tit à des résultats positifs. Nous ne demandons pas le mira-
cle, il y a seulement que si la stabilisation des prix des
matières premières exportées par les pays en développement
n'est pas assurée - et c'est là un minimum - , les pays du
Tiers Monde, c'est-à-dire les 70% de l'humanité, seront

Proposed Letter to Senegalese President
Leopold Sedar Senghor
On May 10 Senegal's President Senghor wrote to you (Tab B) concerning
his talks in Dakar with Secretary Kissinger and thanking you for the
pledge of assistance to the Sahel which Secretary Kissinger communicated
during his visit to Senegal. In addition, Senghor emphasized the importance
he attached to the outcome of the UNCTAD IV session; in this context he
expressed his desire that more be done to ensure positive results in the
North-South dialogue, especially in the stabilization of the prices of raw
material exported by developing nations

seek to improve the economic prospects of the
developing nations. I appreciate and share your
belief that issues of common concern, including
efforts to stabilize market conditions of inter-
nationally traded commodities, should be discussed
on a timely basis.

THE WHITE HOUSE
Subject: Message from President Ford to President
Senghor on his 70th Birthday
President Leopold Sedar Senghor of Senegal
celebrates his 70th birthday on October 9.
Extensive cultural and academic activities are
being planned to commemorate the occasion. These
activities will be national and international
in scope, and will bring together renowned statesmen
and scholars for a symposium devoted to the theme
of "culture and development."
We believe that official American recognition
to the famous Senegalese septuagenarian and his
contributions to statesmanship, the arts, and
letters, will enhance our relationship with the
people and Government of Senegal.
Embassy Dakar recommends that a personal
birthday greeting be sent by President Ford, and
suggests that a birthday gift also be sent. An
appropriate gift might be related to the American
Bicentennial year or to President Senghor's
interest in Lincoln memorabilia.
Attached is a draft message from President
Ford to President Senghor.
