The US under your leadership deserves greater credit for its recognition of the importance of education, especially for girls, in achieving the range of development goals. I was delighted when you chose to announce your extra $500million for the African Girls Education Initiative in the run up to Gleneagles. I believe that by making further investments in education you can build on this foundation to create a lasting legacy that, alongside PEPFAR, can become the driving force for poverty reduction in Africa. What is more this would be driven by self-generated growth and enterprise, and not a permanent dependency on aid. There are a number of reasons why education is key: - As East Asia and more recently India and China have shown education is essential to economic growth, supporting enterprise, wealth creation and providing the skilled labour force needed to attract investment. - Education is one of the best ways of improving health oucomes. Girls' education reduces child mortality and reduces HIV/AIDS. In Swaziland, two thirds of teenage girls in school are free from HIV, while two thirds of girls out of school have HIV. A sustained education programme would underpin the outcomes from PEPFAR. - Education is necessary for well functioning, democratic and accountable states based on meritocracy and opportunity for all. If we are to require democracy from developing countries, we should also help to enable it by investing in the skills citizens need to hold their governments to account. - Education helps us to tackle the spread of terrorism. Where state provision of education does not exist, unaccountable and undesirable institutions, like some of the maddrassas which are spreading extremism, will fill the vaccuum. Despite the progress that has been made, there are still nearly 80 million children worldwide who do not go to school. Nearly 60% of these are girls. All are denied the most basic chance to reach their potential. Offering all children worldwide access to a basic education is within our grasp. The costs are estimated at around $10 billion a year by 2010. Shared internationally this is not a large investment: only $10 a year per person in all the rich countries of the world. The UK has already committed its share of the funds, by making available $15 billion over 10 years which we will now allocate to specific countries and programmes. I appreciate your current budgetary constraints. A small but consistent appropriation over a number of years could go a long way, not least in leveraging the interest of other donors. The European Commission are hosting a major education donor conference in the Spring at which we hope many countries will be persuaded to increase their funding for education. The US could lead the way here. Alternatively, but perhaps with less impact you could use some of your existing funds, for example in the Millennium Challenge Account, for education would also achieve a great deal. There is a strong overlap between those countries which could use the money well for education - and have sound, credible plans to prove it - and those which are eligible for MCA funding. Your leadership can play a crucial role here as catalyst to lever in action from across the world. I am convinced that you could build on initiatives such as the African Girls Education Initiative, and make a real difference to the future of Africa and other developing nations.
