Personal. WHITE HOUSE, WASHINGTON. November 14, 1901. My dear Secretary Hitchcock: The bearer, Captain Fred. Muller, was an officer in my regiment in whose integrity and good purpose I have entire trust. I wish also to state that until this time I have heard very well of Governor Otero of New Mexico. Captain Muller now presents to me certain papers which I desire to have go right to you for your special atten- tion, the papers tending to show improper conduct on Governor Otero's part. Some of the accusations are trivial. Others relate to improper profits supposed to have been obtained by Governor Otero through miscon- duct on his part in connection with the disposal of public lands in New Mexico. Some of the affidavits are of late date; others go back to last spring. I would like you to have the matter carefully investigated by some one in whose integrity and judgment you have
