Memorandum regarding the Cole Case: Inspector Jenkins was instructed November 24, 1903 to in- vestigate new and additional charges preferred against former Indian Agent Cole by Charles A. Thompson, former Superintendent of the Boarding School on the Colville Indian Reservation. He began taking testimony, but more urgent and im- portant matters, at the same Agency, necessitated his temporary suspension of the work, and it was not resumed before leaving the Agency through a misunderstanding on his part. The Department, however, did not know that the investigation had not been com- pleted until very recently, and then, in response to a telegraph- ic request for his report. Under date of March 2d, Inspector Jenkins, in explain- ing the matter, reports that he did not see several of the witnesses mentioned who are alleged to have information as to the truth of the charges made, and therefore submitted only a partial report. In this letter, he says "from casual inquiries made while in "Spokane, and from private statements of Agent Anderson, I am "satisfied that Mr. Cole is not the kind of man you would appoint "to an important office. 11 "It was, upon this information, that I telegraphed you "December 31st last, asking to report in person, to which you re- "sponded in the negative by wire, January 2d. I did not think it "advisable to send a message on the subject which might get into "improper hands." March 11, 1904.
