Charles & William B. King, of Washington, D. C. are represen-
ted in this city by Mr.F.B.Wilson, of Washington, D.C. a competent man
in pension matters who worked with Soule e Co. for a long time and has
been in the employ of Messrs. King a King, for some time. He has an
office in the Phelan Building, Room 136, and one in the 2700 block on
Groenwich Street near the Presidio gate. He employs Mr.James Brown, A.
E.Kirk, L.H.Snith, Wm.Hooper, and C.Brown, as solicitors. They also
attend to the office work in the offices when Mr. Wilson is not person-
ally present at either one of the offices. All of these men except C/.
Brown, are ex-soldiers. So far as I have ever kmown or heard, these
men all enjoy good reputations, are considered reliable and of good
character.
Mr. Wilson has at all times invited the closest inspection of
his business methods and has opened his books and papers to my inspec-
tion without hesitency. The declarations are made out under his person-
al supervision or reviewed by him. The solicitors only bringing in the
men but taking no part in the preparation of their papers other than se-
curing the data mentioned above. I have gone through a number of pre-
pared applications in this office without notice, and never found a
signature prematurely taken or any other indication that they were not
doing business legally or proper.
The notarial work of this firm is done by Matthew Brady,
Judge R. I. Treat, A. K. Dagget, and prior to April lst also by George
Pattison.
M. Garrett, Washington, D.C.
M.Garrett, Washington, D.C. is represented in this city by
George Pattison, of No. 630, Market Street. Mr. Pattison is a Notary
Public and claims to be in the employ of M.Garret at a stipulated salary
as fully set forth in my special report in this matter under date of
November 7, 1900. He also prepares the papers and relies upon the down.
town business entirely. Until March lst the O.R.N.Ry. had officers in
this same building. In fact there are seventeen different firms in
this same building on the ground floor, where Pattison's office is 20-
