My dear Sir:
The President directs me to bring to your atten-
tion the enclosed letter from Mr . Herbert Welsh, of
Philadelphia, and to say that unless you know of good
reasons to the contrary it would seem to him that one
of the gentlemen therein named should be appointed on
the Board of Indian Commissioners
