My dear Mr. . Secretary:
I beg to send you the enclosed letter from
Lieutenant Governor Higgins of New York, in relation
to the granting of a permit for the laying of a pipe
line through the oil fields of Indian Teritory, and
to call your particular attention to the memorandum
thereon in the President's handwriting. The Pres-
ident would like to go over this subject with you at
your early convenience.
