the Government, and a repetition of complaints such as were made
in the case of leases on the Standing Rock Reservation.
Upon finishing this work, it will be necessary for
him to proceed at once to the Navajo Reservation to complete his
pending negotiations with certain settlers for the purchase of
their improvements on that Reservation, funds for which settlement
were provided for by act of May 27, 1902, and which settlement,
unless made within the next few months, will result in a failure,
as our latest advices plainly indicate that the settlers, annoyed
by the delayed action of Congress, are now demanding a prompt
adjustment, with the alternative that if the same is not made,
they will begin to put in their fall crops and abandon further
negotiation.
From the foregoing, it will be seen that it is imprac-
ticable to assign Inspector McLaughlin to duty, as requested by
Senator Kearns.
