Suggestions as to the objectives of the Committee and Methods
of operation
I. Objectives of the Committee
1. The Committee should undertake to evaluate the problem in its
totality and should not undertake to determine the innodence
or guilt of individual employees.
2. The Committee should focus on the study of present conditions
as they pertain to policies and procedures in the several
Agencies and should steer clear of digging up individual cases
which have been handled in the past and which have no bearing on
present conditions or a proper course of future action.
3. The Committee should seek to answer the following specific
questions:
a. What specific administrative, security and other problems,
, present or potential, are posed by homosexuals in the
Federal Government?
1. Is a homosexual or a moral pervert a security risk?
2. If considered a security risk in a sensitive agency,
should they be employed in a. non-sensitive agency?
3. If not considered a security risk, should homosexuals
or moral perverts be employed in the Federal Government
as a matter of policy?
4. What action is dictated by the best medical judgment?
II. Suggestions for Committee Procedure
1. The Committee should conduct its investigation on the highest
possible plane, free of partisan thinking and action.
2. All business of the Committee should be transacted in executive
session.
3. The Committee should obtain from a competent medical board all
pertinent medical data available on the question, together with
recommendations of this board for dealing with the problem.
