Secretary Wal laco's letter of July 23, 1946, on foreign policy includes a discussion of the international control of atomic energy. The United States Delegation to the United Nations Atomic Energy Commission had no knowledge of this letter prior to its appearance in the press on September 18. The letter contains a number of statements purporting to describe the United States proposals for atomic energy control which are directly at variance with the facts as repeatedly stated in widely published documents well before the time when the letter was written. There are also misunderstandings as to the proposals made by the Soviet Union. This memorandum is intended simply to point out the major errors of fact with a view to setting the record straight. It does not attempt to cover every detail or to restate the entire United States position. Secretary Wallace's letter also contains some mistaken conclusions, which were the inevitable result of the errors of fact. In this field, as in all others, sound conclusions can be based only on the facts. The misstatements in Secretary Wallace's letter may be summarized under five headings They are:
