MEMORANDUM FOR THE EXECUTIVE SECRETARY, NATIONAL SECURITY COUNCIL
Subject: Soviet Armed Forces Strength and Budget
1. Attached hereto as enclosures are the figures for
the Russian Armed Forces strength.
2. Please note that whereas the distribution of the
Soviet Army, Navy, Air Force, etc. is top secret the total
strength of the Soviet Armed Forces is an unclassified item.
3. The budget items are unclassified, but please
note that this is based on an official conversion rate of rubles
to dollars.
