TO THS OF On March 15th x forvarded to you proposed letters to the Governars of Connecticut and Kinnesota on the question of Negroes in the National Ouard and at your request I forwarded than to Mr. Clifford for consi/eration on March 22nde On April 19th you forwarded se a followap letter from Covernar Youngdahl of Minnesota and on that date I sent it to Mr. cufford for information. Up to this tine I have not been authorised to diopateh the letters. The letters of the 22nd of March are now sonexhat outrooded and I auggeat that I be authorised to dispatch prosptly letters to the two Covernors in accordance with copies attached hereto.
