Dear General Anderson.
All commenders end key Fifth Air Force staff officers who partici-
pated in the recent eir-ground (Nosquito) orientation progrem at this
base agreed that it considerebly increesed their understending and
appreciation of visual control functions in close sir support operetions.
Among those who attended was Colonel Richerd J Conren, USA, Deputy
Chief of Staff, x Corps, and Deputy Chief of KVAG for First ROK Army,
who vas so impressed that he inquired as to whether # similar program
could be conducted for certain key ROK Army commenders and steff
officers.
As 9 result of this request my Group Operations Officer and the
G-3 (air), x U.8. Corps developed a proposed orientation program
which is within the Mosquito operations cepability and is acceptable
to the Commander, X Corps. In addition, members of your operations
staff have assured me that the plen can be supported by JOC in terms
of coordinated and scheduled fighter bomber training missions in the
corps arems.
Since my initial discussion with Colonel Conren I have learned
that Senior ROK Army Commanders may be involved, poesibly including
one or two Lieutenent Generals, two or three Major Generals, and some
one star generals. Furthermere, U.S. and Koreen Army authorities are
so enthusiastic about the plen thet they have accepted it es final
except for possible chenge of date. However, I have advised X Corps
that the entire plan is tentstive subject to your approval.
Attached to this letter ie en outline of the proposed progrem
showing purpose and desired learning cutcomes for ROK officers. I
em submitting this proposal for your review and approval. Interest
displayed by both U.S. and ROK Arny authorities is gratifying. I feel
thet this interest should be exploited to promote knowledge and
appreciation of the ompibilities and limitations of tectical sir in
close support of field armies. It is requested thet you approve the
progrem as outlined. If approval is granted, I vould further like to
extend en invitation to you and members of your staff to ettend as
observers and be my guests for luncheon.
