Negotiations with the Aray on Germany
I informed the President of the discussions which
Mr. Webb had been having with Royall and Draper and
of the idea of Mr. Draper that the State Department
should now agree to take over responsibility for Ger-
many and of his desire to have a meeting of the
Western Foreign Ministers on Germany next month
and, immediately, a meeting with General Clay.
I asked the President whether he approved of
my position of not being rushed about this matter
and not having any meetings until we had arranged
our ideas about policy.
The President approved of this position and said
that he had had a talk with Royall Monday morning
and explained to Royall that he had grave doubts about
General Clark's going to Germany.
