Subject: Your Appointment with Judge Kee and Dr. Eaton.
When you talk with Judge Kee and Dr. Eaton Wednesday afternoon,
I suggest that, in addition to discussing the German situation, you
explain to them the decision with respect to the delay of the submis-
sion of the Military Assistance Program until the Senate has taken
action on the Atlantic Pact, bearing in mind the fact that I have
discussed with Kee the possibility of submitting Military Assistance
next week so that his Committee might begin hearings on it immediately.
To the best of my knowledge, Dr. Eaton has no knowledge of my conversa-
tion with Judge Kee.
Since the Military Assistance Program will not be sent to Congress
in the immediate future, it will be possible to revert to our plan of
having the ITO considered right away. The only other important matters
now before the Committee are the Nationalization Claims bill, which is
scheduled for hearings on Thursday, and the legislation removing the
appropriations ceilings from various international organization partici-
pation acts. It is recommended that you suggest to Judge Kee and Dr. Eaton
that the Committee begin hearings on the ITO the first part of next week,
preferably on Tuesday, and that, if possible, the Committee consider and
dispose of the Ceiling Legislation prior to that time. I believe that
you should point out that the Department is very much interested in the
Ceiling Legislation but would not vant to delay the hearings on ITO in
order to have hearings on that bill.
The legislation authorizing economic assistance to Korea, which is
being sponsored by ECA, is now in the Bureau of the Budget. ECA estimates
that it will be prepared for hearings by May 23. I believe that you should
inform Messrs. Kee and Eaton that the bill will be coming up and that it
will be necessary to get it through Congress before June 30 in order that
the present assistance program which is in operation under the 1949-1950
GARIOA appropriation can be continued. You should stress the fact that
assistance to Korea is essential to support the government of that country,
which has been recognized by the UN as the only legal government in Korea.
