Item 1. Submission of Military Assistance
Program to Congress
The President informed me that he had talked this matter over
with the Big Four this morning (Vice President Barkley being absent)
and had concluded to send the Bill up. He would like to have a talk
with Barkley and Rayburn as soon as Barkley gets back. He believes
that the Labor Bill will be finished tomorrow or the next day. He
asks that everything be put in readiness for MAP to go up on the
shortest notice.
