    "ocrText": "CPA\nSECRE\nand\nSERVICE\"\n-2-\nprogram a.s consisting of further economic and financial aideto Berlin,\nrepresentation of certain West German ministries in Berlin, and approval\nof the Preamble of the Berlin Constitution which states that Berlin\nshould look forward to eventually becoming the capitol of a unified\nGermany.\nI explained to Bonnet that the information he had from Germany was\napparently more complete than that which we had received from Mr. MeCloy.\nWe had known of the presentation of Mr. Adenauer in which he outlined\ncertain steps in the economic field that should be taken to alleviate\nthe situation in Berlin. I stated that we had, however, not received\nthe impression from Mr. McCloy' s report that Mr. Adensuer was opposed\nto any form of political move which would tie the Western sectors of\nBerlin to the West German Governnent.\nI stated that I would have the Aide-Menoire presented by M. Bonnet\nanalyzed in the light of our reports from the field and would endeavor\nto obtain a more complete picture of events as they now stood in Germany,\nand informed M.
