Conversation with the President
Subject: California Speaking Commitments
I
mentioned again to the President that I was to make two
speeches at his request in San Francisco. The Commonwealth
Club speech I proposed should be substantially the same as
the Press Club speech. The President heartily approved of this
and said that he had read the Press Club speech several times
and liked it very much and only regretted that it had not gotten
fuller coverage.
For the University of California speech I said that we were
considering a revision of the speech which the President had
previously read and liked outlining certain steps which the
Soviet Union could take and which if taken would both relieve
tension and form a basis for a more stable international life.
I said that if the President had time I would greatly appreciate
his reading this in the light of his recent conversations with
me and with Mr. Webb. It seemed to me that this speech might
be in the nature of a trial balloon or opening perhaps for the
sort of thing which he might later do along the lines of our
previous discussions.
The President said that he greatly appreciated my taking
this up with him; that he thought this was the right course to
pursue and that he would be able to devote considerable time
and thought to the speech on Friday night. We, therefore, agreed
that I should give him a revised copy at the Cabinet meeting
tomorrow.
