MEMORANDUM OF CONVERSATION
WITH ADMIRAL SOUERS
Admiral Souers telephoned me this afternoon at
about 3:30. He said the President and the Security Council
have cleared the paper on the Japanese Peace Treaty.
The answers to the eight questions will le cleared
through the NSC this afternoon or by Monday
The President would like us to donsider whether
it would be advisable for him to make some statement about
some of these conclusions before the negotiations in New York.
The JCS are particularly interested in the recommendation
that we should station more troops in Europe. The recommended
that the President should indicate that we are willy do do
this on certain submissions. They believe that if he makes
a statement before the negotiations, it will protect us from
some criticism that we have been pressured into this attitude
by the Europeans.
The President is inclined to think well of this
recommendation, but will probably rely on our judgment.
Please consider this on an urgent basis.
