I vent over with the President the letter of November 11
to General Marshall, saying that I vas merely informing hix
of it 30 that he might give ne any guidance which he thought
desirable. I had not yet received a reply from Secretary
Marshall and therefore vas not asking the President to commit
hisself prior to the Secretary's consideration.
The President snid that the netion ve were taking seened
to him to be sound and that he would be glad to know of any
contrary vievs which Secretary Marshall might express.
In this sase part or our conversation I ahowed the Presi-
dent the attached, which Mr. Busk left with me and
told him of the plan which we had in nind. The President
approved both the sesorondua and the suggested plan.
I slso vent over vith the Prosident the telegram to
Senator Austin, which he approved.
