General Grunther Mr. Fisher Mr. Byroade Secretary Pace made the following points: 1. The Supreme Commander's terms of reference as listed in the revised NATO documents are adequate, in the opinion of the Defense Department, and are acceptable in general to General Eisenhower. Mr. Pace hopes to get the agreement of the Defense Committee to these terms and to General Bisenhower's appointment. 2. The question of German participation in the opinion of Defense officials is no longer a problem. Mr. Pace said he would state our approval of the current plan and assist Mr. Moch to talk for the record prior to agreement. 3. There is no hajor problem in connection with the Defense and Production Board. The set-up is practical. Mr. Pace hopes to raise the level of representation on the Board. He said that the Executive Director, who will be the roal head of this organization, must be close to and acceptable to General Bisenhower. Iv. Pace asked whether the Defense Committee should issue a communique following its meeting. It wa.a agreed that a com- munique would be required but that it should avoid discussing questions which will be included in the joint Council-Derense Committee communique.
