MEMORANDUM OF CONVERSATION
WITH THE PRESIDENT
Item 1. Cabinet Meeting and the Usual 12:30 appointment
With The President on Monday
I explained to the President that my presence at
the preliminary meeting of the American Foreign Ministers
on Menday would make it impossible for me to get to the
Cabinet or to meet with the E resident at 13:33. 1 explained
further that the Under Secretary would not get back from
abroad until too late to attend either meeting. We discuased
whethor It was desirable for any other officer of the Depart-
ment to attend these meetings and the resident thought
that It would not be necessary.
