The Opening (10:30 a.m.) and Election of Permanent President The Secretary of State: "The opening session of the Meeting of Consultation is called to order. "As we agreed at our preliminary meeting yesterday, the first matter to be considered is the election of a Permanent President. May I inquire in regard to the wishes of the Foreign Ministers with respect to this matter. 11 Arrangements have been made for the Foreign Minister of Uruguay to propose that the Secretary of State be elected Permanent President by acclamation.
