The Opening (10:30 a.m.) and
Election of Permanent President
The Secretary of State:
"The opening session of the Meeting of Consultation
is called to order.
"As we agreed at our preliminary meeting yesterday,
the first matter to be considered is the election of a
Permanent President. May I inquire in regard to the wishes
of the Foreign Ministers with respect to this matter.

Arrangements have been made for the Foreign Minister of Uruguay
to propose that the Secretary of State be elected Permanent
President by acclamation.
Address by Secretary of State
Following his election, the Secretary of State will deliver
his major address. (The text of the address is being pre-
pared by ARA.)

"At our preliminary meeting yesterday we agreed
to establish a committee to nominate the members of
