Kem Amendment Papers The Vice President spote at some length on the dangers of giving the Congress the Impression that the Administra- tion was frustrating the Act. He said this did not apply to the papers before us. After his statement, Mr. Bissell, claiming that he was sug porting the Vice President's point of view, wished to make the papers more persuasive. His chief point was to add the argument about the extensive character of the Sec- retary of Defense's lists and the fact that they went beyond our own export embargo lists. It was pointed out that this argument might have the effect of a demand that our own lists be increased. I pointed out that arguments tending to show the possibility of complying with the statute did not follow the tenor of the Vice Tresident's remarks. The President seemed in agreement with this view. The upahot of the matter was a direction to the Executive Director to have the Senior Staff with the greatest possible expedition put the documents in final shape and send them off if they were accepted in principle. I dia not take up the specific amandments mentioned by Mr. Linder and Mr. Nitze but said I would give them to the Executive Director. He has asked that Mr. Bishop col- lect them and send them to him this afternoon. The Executive Director will construe the directive to the Senior Staff narrow- ly to be applied principally to drafting changes. Changes which 1 have noted in pencil are, in so far as the general exception papers are concerned, on pages 2, 7, 8, 9, and on the Austrian paper on pages 4 and 6. I should add that the Chairman of the Export-Import Bank ralsed questions as to whether he should continue to pay out TOP SECREI
